Move Difficulty
Astonish is always a fun move to see on a raid boss, because it's generally not too threatening. That fact remains true here, too. Heatwave poses a threat to most Ice Types, but it's also neutral against many Electric Types, and not very effective against most Rock Types, meaning it's really a toss-up.
Focus Blast threatens Ice and Rock Types, but it's slow and easy to dodge. That said, it WILL take out many top counters if it lands. Psychic is just an all-around good move that has solid neutral coverage. Hurricane hits hard thanks to STAB, but Rock and Electric Types both resist it.
Gust is a dangerous Fast Move. Its raw power is absolutely tremendous, and its slow animation doesn't matter to a Raid Boss. Even though it's resisted by the majority of Tornadus' counters, it will still out-damage Astonish most of the time.
Overview
Ah, poor Tornadus. While Bleakwind Storm has given it the power to be good, it's still competing in one of the most outlandishly powerful types in the game. It's the worst of the therian trio (I refuse to acknowledge Enamorus), but it's still worth picking one or two up.
Team Building Approach
Tornadus (Therian Forme) is weak to Electric, Ice and Rock.
- Electric tends to be a more DPS-focused type, but many Electric counters have to worry about neutral damage from Tornadus' coverage moves
- Ice has THE ABSOLUTE STRONGEST counter to Tornadus, but the power tends to fall off a bit.
- Rock runs the gamut from DPS options to TDO options, and tend to be overall great here.
Best Raid Counters
Tornadus - Therian Forme is a very reasonable duo. It's not particularly threatening, and its counters hit it pretty hard.

There are some big names on this list, and all of them are pretty great at bullying this bird-genie. While there are some major outliers here, they all tend to hit similar points in the duo, so aim for TDO over DPS if you don't have a lot of trainers to tackle it with.
