Tier 5 Raids

Shadow Regirock - All weekends in May

PvE
Shadow Regirock is a defensive behemoth, but doesn't have any value as an attacker.
PvP
If you're feeling experimental or spicy, Regirock will have you covered. If you want to win consistantly, maybe not as much.

Tapu Fini - May 1 to May 12

PvE
This is not the Water or Fairy type you've been looking for.
PvP
This is the Water and Fairy type you've been looking for. Being relevant in all leagues, but in the Ultra League especially, makes Tapu Fini something worth raiding!

Mesprit, Uxie and Azelf - May 12 to May 25

Mesprit will appear in Europe, the Middle East, Africa, and India.

Mesprit
PvE

If you have access to Alakazam or Espeon, I have a feeling you'll want to leave the Emotion Pokémon on the bench.

PvP
Nope, raid Cresselia instead.

Tapu Bulu - May 26 to June 3

PvE
It's alright... As a Grass type attacker it can hold its own, but falls off compared to most shadows and Kartana. If you're still building your Grass type team it can act as a filler. As for a Fairy type, you'll want to keep looking.
PvP
During the current season, Tapu Bulu has become a top tier threat. Countering some of the most popular Pokemon in the Master League.

Mega Raids

Mega Houndoom - May 1 to May 12

Mega Houndoom
PvE
Mega Houndoom is a good Dark and Fire type attacker. It's cheap to Mega evolve and can pull double duty for both of its types. While it's not the top choice of either type, it's a top priority for newer or budget trainers.

Mega Gyarados - May 12 to May 25

Mega Gyarados
PvE
Mega Gyarados has some tough competition for both of its types, leaving it as a budget or filler option.

Mega Altaria - May 25 to June 3

Mega Altaria
PvE
Nope, there's nothing nice to say.
