PvE Analysis

Tapu Bulu is... pretty mediocre. This is a Pokemon that was once one of the better (but definitely not one of the best) Grass Type attackers in the game. However, it dropped during the age of the Shadows, and has since fallen off of a proverbial cliff in the face of monsters like Kartana. It's honestly not a strong investment option, but it can be a bit useful early in the game. Also, don't plan on utilizing Tapu Bulu as a Fairy Type attackers. While it's got okay-ish Attack and access to Nature's madness, but its lack of a Fairy Type Fast Move knocks it out of that meta.

  • Bullet Seed and Grass Knot combined makes Tapu Bulu a formidable Grass attacker

  • Solar Beam is a serviceable charge move option, but is generally worse than Grass Knot

  • Nature's Madness* can turn Tapu Bulu into a Fairy attacker, but it lacks synergy with Bullet Seed

  • Dazzling Gleam, Rock Smash and Megahorn are useless.

PvP Analysis

Bullet Seed + Grass Knot and Nature's Madness*

Bullet Seed grants generous energy generation to fuel Tapu Bulu's expensive charge moves. Rock Smash's Fighting-type coverage may be tempting, but the move's extremely poor parameters makes it not worth using at all.

Grass Knot is Tapu Bulu's cheapest STAB attack. Nature's Madness also costs the same as Grass Knot and provides Tapu Bulu with a reliable Fairy-type STAB and debuffing utility. Megahorn is an excellent move, but it does not provide much coverage and is a situational option. Solar Beam is redundant with Grass Knot. Dazzling Gleam is strong nuke, but it is largely outclassed by Nature's Madness.

Tapu Bulu's Attack-focused stats do not translate well into Ultra League, making it a fragile option. It can make use of its Fairy typing to punish Pokemon such as Scrafty, Mandibuzz, Giratina, and Obstagoon, while maintaining typical Grass targets such as Swampert and Politoed. With that said, Ultra League has plenty of other Grass-type competitors to consider, such as Trevenant, Venusaur, and Meganium, due to their much more flexible movesets and superior stats.

Pokemon GO: Max Out's massive balance changes indirectly caused Tapu Bulu to become a top tier Master League metagame threat. Rhyperior was buffed to become an incredibly metagame defining threat, and Tapu Bulu is both a great counter and partner to it. The buffs to Rhyperior and Yveltal increased the usage of Kyogre and Fairy-type Pokemon and decreased the usage of Ho-Oh and Dusk Mane Necrozma. All of this created a perfect environment for our Grass / Fairy bovine friend to thrive.

Tapu Bulu relies heavily on its amazing typing and wonderful moveset to succeed. Its stats are quite low by Master League standards, and Tapu Bulu struggles in any matchup where it does not have an advantage. Though Tapu Bulu possesses an incredible range of matchups at this time of writing, it is a Pokemon that can be vulnerable to metagame shifts.
