Water is the most common type in all of Pokemon, but does that mean that Water Type grunts are the most common of all? In some respect, yes. That's because there are 2 different Water Type grunts to find: the female grunt, who tends to pack the current Water Type Shadow Pokemon, and the male grunt, who has a genuine love of Magikarp, with a bit of Gyarados mixed in for flavor.

Shadow ShellderIt's a great encounter for giving you a quick 1000 stardust, but other than that it doesn't serve much purpose.
Shadow BarboachShadow Whishcash has great relevance in the: Great league (and Ultra league)! Definitly worthwhile to pick one of these up whenever can.
Shadow MudkipIts evolution Swampert is a fantastic water type attacker and worth adding to your water type raid team! The one down-side is that you'll need to get rid of frustration via event and then evolve it to get Hydro Cannon during event hours or drop an Elite TM. If you're patient enough, you will be rewarded.

Shadow MagikarpIts evolved form Shadow Gyarados sits amongst the top Water type raid attackers. In fact, it's stronger than its mega counterparrt - Mega Gyarados. So if you got lucky with a high-IV Shadow Magikarp, think twice about purifying it as it tends to prefer being in its shadow form. Other than that, it also has viability in the Ultra League so look out for PvP IVs. If that wasn't enough, Magikarp can also be purified for 1000 stardust to work towards your Purifier medal or Fisher medal.

Supreme Counters

Note that all counters listed below apply to both grunts.

Kartana is the absolute way to go whenever something is weak to Grass (and even when it isn't sometimes). You just need Razor Leaf, mindlessly tap until stuff faints and you're good to go. I cannot recommend Kartana enough with its razor sharp attack stat and Steel typing. If you have never used one before, try it, you won't regret it.

Xurkitree has got to be the ultimate Water-type slaying machine having access to both Electric and Grass type moves. Thunder Shock quickly generates energy paired with either Discharge or Power Whip to have better coverage against Water/Ground types.

Venusaur can be used like Kartana with Razor Leaf, but Vine Whip is also a viable option if you happen to have Frenzy Plant. It does have to watch out for ice type attacks!

Good Counters

This Pokemon is very much the definition of a glass cannon, but a cannon nonetheless. Give it Razor Leaf and watch it work its magic.

Electivire in both forms makes quick work of Water types with Thunder Shock and Wild Charge. It would be higher on this list if it wasn't for those pesky Water/Ground types who completely wall it. It mostly serves as a counter to Gyarados if you're facing the male grunt.

Everything said for Electivire goes for Raikou.

Shaymin, although it's a fantastic pick, is a bit lower than it could've been. Being double weak to Ice type moves, which Water type Pokemon often have access to, makes it a quite frail. However, it's worth bringing along as Magical Leaf paired with Grass Knot is a great moveset.

It has access to Razor Leaf so it's on the list. Just like Shaymin its very much weak to Ice type moves, so thread carefully.

Other Good Counters

In conjunction with the above counters, several other Pokemon do a great job here, including a number of generally great Pokemon in the Master League. Feel free to mix-and-match a bit, as any of these and beyond can do a great job as well!
