PvE Analysis

Galarian Articuno performs much better in Pokemon Go's PvE meta thanks to a much higher ATK stat than Kantonian Articuno. The one issue is the fact that it has to go mixed-type with a Psychic Type Fast Move and a Flying Type Charged Move. This makes Galarian Articuno's actual utility a little bit limited, though it can just ignore the typing of its Fast Moves and hit hard with Fly, or stick with a pure Psychic moveset.

Best PvE Offensive Moveset

  • Confusion is recommended for PvE offense, with stronger overall damage output.
  • Psycho Cut isn't far behind, and is easier to dodge with. 
  • Fly is the way to go whenever a weakness to Flying and Psychic shows up, as it's head-and-shoulders above the competition. In fact, it's possible to go with Psycho Cut and Fly to prey on opponents that are weak to Flying, but not Psychic.
  • Future Sight pairs to fulfill a Psychic-type role for targets that aren't Psychic and Flying weak.
  • Brave Bird is a stronger move if it can synergize with Confusion. For example, against Fighting-types. 
  • Ancient Power is a poor move. 

PvP Analysis

Psycho Cut is preferred over Confusion as its high energy generation synergizes well with Galarian Articuno's strong Charged Attacks.

Fly is Galarian Articuno's most spammable and reliable option. While Brave Bird doesn't provide additional coverage, it provides a terrifying amount of extra burst damage. Future Sight demands a lot energy, which is somewhat discouraging. While its damage output is powerful, adding another Psychic-type moveset gives up a potential coverage option. Ancient Power provides useful Rock-type coverage, but its damage output is quite terrible for its energy cost. However, it requires less energy than other options, which is the only appealing aspect. 

Great League

Fragile and lacking in meaningful coverage, Galarian Articuno doesn't have much redeeming qualities when compared to other Psychic- or Flying-type Pokemon.

Ultra League

The increased bulk offered in Ultra League allows it to fire off Brave Birds more consistently. That's all that can really be said for Galarian Articuno unfortunately. As a reminder, Lugia exists in this league, and has a much greater stat product while still having a devastating nuke option...and Lugia isn't in an amazing spot either.

Master League

With the CP cap removed, Galarian Articuno can better make use of its offensively oriented stats. But it is now competing in a field of legendaries with superior stats. Psychic/Flying is, unfortunately, still a mediocre type combination, with many abusable weaknesses and few resistances.
