Overview
Deoxys - Normal Forme is one of the saddest Pokemon of all time. It has a great Attack stat, but it's weaker than its Attack forme by a fair bit, and its old niche of being able to act as an Electric Type glass cannon has very much dried up, as we have a plethora of Pokemon that can out-DPS it with MUCH higher TDO to boot. Honestly, the only reason to raid this thing is for a dex fill and resources, as even its candy has virtually no utility now.
As a raid boss, Deoxys - Normal Forme used to be non-soloable, but that has long since changed. Some of the top counters to this thing can actually solo it, so those with the right setup can drop daily raid passes for some easy resources, or a group of 2 with even decent counters should be more than capable of taking it with ease.
Counters
The Pokemon on our Supreme Counters list are all capable of Soloing Deoxys - Normal Forme, though keeping an eye on TDO can be important for some of them.
 Dawn Wings Necrozma is the absolute top option here. This thing sports INSANELY high TDO alongside DPS that's about 10% over what's needed to solo. It's ESPECIALLY useful against Psychic Type moves and Hyper Beam, but can work regardless of the situation.
Shadow Claw + Moongeist Beam*
 Mega Absol's performance is similar to Mega Gengar, but it has lower DPS and situationally-higher TDO. It covers Mega Gengar's weaknesses perfectly, so having both ready is definitely nice.
Snarl + Brutal Swing
 Shadow Hydreigon doesn't care about most of what Deoxys is capable of throwing out, so power through and hit hard!
Bite + Brutal Swing
 Shadow Darkrai has high destructive power and  a good defensive presence, making it a great pick.
Snarl + Shadow Ball
 Shadow Absol is a bit frail when it's not facing down Psychic Type moves, but it's still great.
Snarl + Brutal Swing
 The classic Ghost of mass-destruction, Mega Gengar is an absolute monster. It doesn't appreciate Psychic Type attacks, but its DPS very much makes it worth using, ESPECIALLY against Hyper Beam.
Worth noting: Shadow Claw is almost as good as Lick, so it's not a huge deal if you don't drop an Elite TM or have a classic Gengar that already has the move.
 Lick* + Shadow Ball
 While its TDO is pretty bad when not going against Hyper Beam, its DPS makes it a good option on average. However, it's pretty close to the line
Lick* + Shadow Ball
 High average performance makes Shadow Chandelure a good pick regardless of moveset, though it LOVES facing Hyper Beam.
Hex + Shadow Ball
 Shadow Tyranitar's TDO is a TINY BIT low on DPS, but its high TDO can keep you in the game long enough to complete the raid. Just be sure that you pair it with high DPS options.
Bite + Brutal Swing
 Like Shadow Tyranitar, Mega Tyranitar's DPS is a bit low for the solo. However, if you combine it with some of the huge-DPS options near the top of this list, it can keep up overall performance with its tremendous TDO, and potentially win the raid if you're ahead enough.
