PvE Analysis
Lickitung’s pitiful stats make it a non-contender. There are no advantages to using Licktung over Snorlax, and it has no offensive capabilities.
Best PvE Offensive Moveset

Lick is slightly superior than Zen Headbutt due to how fast the move is. Both moves are comparable in damage, but Lick allows Lickitung to dodge more.
Body Slam is great for neutral damage, and has the advantage of being 3-bars.
Power Whip has some solid advantages due to being 2-bar and having good power but lacks STAB and synergy.
Hyper Beam is the most powerful option, but Lickitung might faint before it gets to use it.
Stomp is inferior.

Zen Headbutt has the counter coverage for Fighting-type, and double the defensive dps over Lick.
Body Slam is the best charge move for defense as a 3-bar move, and is superior to Stomp.
Power Whip is decent for defense, but doesn't get STAB and its coverage isn't particularly valuable for Lickitung.
Hyper Beam is too slow and easy to dodge.

Lick is the only real option available. Zen Headbutt is very bad for PvP.
Body Slam is a legacy move from Lickitung's raid event, but is also the most valuable due to its respectable STAB damage output and low energy cost. Power Whip provides Lickitung valuable Grass-type coverage to handle the many Water- and Ground-types in Great League.
