PvE Analysis

Kommo-o is the psuedo-legendary of Gen 7, with a relatively unique Dragon/Fighting typing. Unfortunately its ATK stat is a bit lackluster compared to existing powerhouses, and not having access to the powerful Outrage hurts its DPS potential. Regardless Kommo-o is still a welcome addition to the game. Using Kommo-o to defend a gym is generally unadvised due to its double weakness to Fairy-types, despite the urge to flex.

  • Dragon Tail is the optimal Fast Move for offense and gets STAB.

  • Flamethrower, Boomburst, and Brick Break have no use. 

Best PvE Defensive Moveset

  • Dragon Tail has a stronger base power further boosted by STAB, making it good against most attackers.
  • Poison Jab is only meaningful against Fairy-type attackers.
  • Dragon Claw can be spammed frequently on defense as a 3-bar move. 
  • Brick Break is weaker by a fair bit, but it still comes out more frequently. However, you're basically throwing the battle entirely to Fairy Types.
  • Flamethrower is useful against Steel-type attackers and is neutral against Fairy-type attackers.
  • Close Combat and Boomburst likely won't be used before Kommo-o faints to Fairy Pokemon.

PvP Analysis

Dragon Tail is recommended for its strong STAB damage output and average energy generation. Poison Jab trades quite a noticeable amount of damage for slightly more energy gains, which is generally not worth it for Kommo-o. 

Dragon Claw costs the least amount of energy, can be spammed frequently, and gets STAB. Close Combat takes advantage of STAB to threaten massive damage if unshielded, with wide Fighting-type coverage, and a risky self-debuff. Flamethrower is generally not as valuable due to its moderately higher energy cost and lack of STAB or useful coverage. Boomburst is too expensive and the coverage it provides against Fairy-type Pokemon is often not the loss in either Fighting coverage or Dragon Claw's spamminess.

Great League3 / 5

Kommo-o is a unique addition to Pokemon Go as a Dragon/Fighting type. With a double weakness to Fairy-type attacks, this becomes very concerning against "Charmers" as well as the popular Azumarill. Its bulk is very similar to that of Dragonair, which isn't spectacular but still viable. An aggressive moveset with Dragon Claw spam pressure and STAB Close Combat threat is no joke however, and Kommo-o's offensive capabilities gives it a lot of play against various Pokemon. Its pre-evolution Hakamo-o sports slightly more bulk, but has access to the much weaker Brick Break instead of Close Combat, which overall is a downgrade. 

Ultra League4 / 5

In a league without common Azumarill getting in its way, Kommo-o challenges much of the meta with its fast-paced moveset. Dealing neutral spam against most opponents while also having an answer to Steel-types that resist Dragon Claw enables a lot of flexibility for offense. Opportunities for farming down an opponent with low HP is a very scary scenario if Kommo-o can take advantage of it. Just keep in mind that Kommo-o isn't a tank and can't take prolonged battles. 

Master League3 / 5

Since Kommo-o can't reach Close Combat fast enough to outspeed Dialga in an even fight, it's better to consider limited formats like the GBL Premier Classic instead of open Master League. Doing so also avoids other unfavorable and powerful legendary Pokemon such as Zacian and Lugia who have significantly more stats and typing advantages. Compared to other non-legendary Pokemon, Kommo-o somewhat falls behind in stats, and this is shown in certain matchups like against Dragonite who has a higher ATK stat and therefore priority to Dragon Claw. However, access to the powerful Close Combat lets Kommo-o stand out in its unique way, especially against Steel Pokemon.

Since the Season of Light update, Kommo-o faces major competition with Dragonite, as the latter's new access to Superpower greatly overlaps with Kommo-o's niche.
