Just use it in PvP and/or evolve it.

PvP Analysis

Dragon Tail is recommended for its strong STAB damage output and average energy gains. Tackle is terrible. 

Dragon Claw can be spammed frequently due to its low energy cost, and deals good damage with STAB. Brick Break serves as a cheap and fast option for Fighting-type coverage, but its damage output is poor compared to other Charge Moves in the game. Dragon Pulse costs too much energy to be consistently viable. 

Great League

If you're reading this, you might have noticed that Hakamo-o's stat product is slightly higher than its evolution Kommo-o in Great League. Just like how Dragonair is played in Great League compared to Dragonite, Hakamo-o will draw some attention for similar purposes. Unfortunately having access to Brick Break instead of Kommo-o's access to Close Combat is a major downgrade due to the significant difference in damage output, despite the cheaper energy cost and lack of self-debuffing effects. Only with both shields does Hakamo-o even stand a chance at the popular Galarian Stunfisk and Registeel, and even then it barely scrapes by. Consider other Pokemon instead. 

Ultra League

Hakamo-o is only considered for Great League due to its max CP of 1907 at level 50.

Master League

You can't be fighting if you don't grow up big and strong. Feed it some Rare Candy and Stardust, then evolve it and watch it grow.
