Bite should go with Crunch.
Hydro Pump is a good move, but it's outclassed by Surf.

Water Gun or Bite + Crunch or SurfBest
Watergun outclasses Bite in most matchups.
Crunch is 3-bar, which makes it preferable.
Surf is a good choice as well. 
Hydro Pump is too slow to be worthwhile.

Water Gun and Bite both sport good stats. They have different strength/weakness profiles, though Water Gun also gains STAB, which makes it a bit better in most matchups. Surf is an expensive and fairly effective move, while Crunch is very similar, while giving more coverage options.
