Water Gun pairs with Surf for Simipour's maximum potential.
Bite should go with Crunch.
Hydro Pump is a good move, but it's outclassed by Surf.
Best PvE Defensive Moveset
Water Gun or Bite + Crunch or SurfBest
Watergun outclasses Bite in most matchups.
Crunch is 3-bar, which makes it preferable.
Surf is a good choice as well. 
Hydro Pump is too slow to be worthwhile.

PvP Analysis

Water Gun OR Bite + Surf and Crunch
Water Gun and Bite both sport good stats. They have different strength/weakness profiles, though Water Gun also gains STAB, which makes it a bit better in most matchups. Surf is an expensive and fairly effective move, while Crunch is very similar, while giving more coverage options.
Great League
Simipour has no real relevance. It's outclassed in all that it does, and is little more than one Water Type in a sea of many.
