Best PvE Defensive Moveset
Zen Headbutt + Scald | Best |

Zen Headbutt is superior to Water Gun, offering better damage and coverage.
Scald is the superior defensive option in terms of raw power.
Blizzard has superior counter-coverage and power, but it's also far to expensive to be generally viable.
Surf is a worse Scald on defense.
- Hyper Beam is underwhelming in every aspect.
PvP Analysis

Zen Headbutt is bad, so we run Water Gun. Pair that with Surf for powerful and consistent Water-type damage. Hyper Beam is the second charged move of choice to provide strong neutral damage. Blizzard is also potentially a viable option, but does mean you perform worse against fellow Water-types like Azumarill.

As round as Wailord may be, a well-rounded Pokémon it is not. Despite having Snorlax-tier stamina, its Feebas-tier defense makes it faint to a swift breeze. While Wailord may be a fun Pokémon to use (especially if it’s shiny), it’s not that great. | |

Wailord has the same issues in Ultra League as it does in Great, making it not particularly useful. | |
