Ice Shard has very slightly better energy than Feint Attack, but aside from that the two are identical in STAB damage output. Choose either depending on the coverage needed. 

Ice Punch costs 5 less energy than Avalanche, making it useful for baiting shields or squeezing in damage in tight matchups, but the latter is much more powerful. Foul Play provides Dark-type coverage, making it useful for when Ice-type attacks would be resisted, but isn't as powerful.

Shadow Sneasel has major flaws in PvP due to its very vulnerable weaknesses, in addition to its fragile bulk. Fighting-types are the most common threats, which is a significant risk since Shadow Sneasel is doubly weak to them. However, the strong combination of Ice and Dark-type coverage lets Shadow Sneasel hit almost every Pokemon for at least neutral damage, making it a threat if given an advantage in either energy or shields. For optimal use, Shadow Sneasel would prefer specific formats that limit or ban Pokemon that it would be weak to.

Fun fact: if Shadow Sneasel uses Ice Shard it can beat Garchomp as long as it's given one shield and the latter doesn't have Sand Tomb. Another fun fact is that Shadow Machamp holds the record of the fastest Shadow Sneasel beatdown, with only 4 fast moves.
