Shadow Milotic
PvE Analysis
Shadow Milotic doesn't really stand above its basic forme to any great degree. It was never good in Raids, so its primarily utility is as a defender... and guess that stat gets lowered when a Pokemon get shadow-boosted?
Milotic won't last quite as long on defense, and the Attack boost doesn't really matter to any great degree. It's still fine, but not really worthy of investment.

Waterfall paired with Surf makes Milotic’s most useful attacking set, with a performance that slightly trails Vaporeon.
Dragon Tail should be paired with Blizzard if you’re desperate for a Dragon-type counter.
- Hyper Beam has no purpose on an offensive MIlotic.

Dragon Tail edges out Waterfall because it is not resisted by Grass, although Waterfall is better against Electric-types.
Blizzard is on par with Surf; the former offers better counter coverage, the latter better damage against neutral threats while coming out more frequently.
- Hyper Beam is too slow to rate.

Dragon Tail is a fairly good move in PvP, with decent energy gains and a narrowly resisted offensive type. Waterfall could be chosen for strong STAB damage, but its slow energy gains makes it harder to use charge moves.
Surf is a solid Water-type attack, sporting good power, low energy cost, and STAB. It will generally be Milotic's main attack, with the very slow Blizzard or Hyper Beam standing as backups. The former mainly threatens Grass and Dragon, while the latter offers neutral coverage on Water- and Ice-types.

Milotic is a bulky Water type Pokemon with good staying power, but the restrictions on its CP leave a bit to be desired in the Great League. It can pull off some general wins due to type advantage and coverage, but other water types such as Blastoise generally fill this role better. | ||

Milotic performs much better in the Ultra League, and actually fills the role of a bulky water type with much better effectiveness overall. However, it's once again robbed of its niche by Pokemon such as Blastoise and Feraligatr, both of which have the downright phenomenal Hydro Cannon to hang their stars on. Milotic just pales in comparison. | ||

Different tier, same story. Milotic is outclassed by even bigger names like Kyogre and Hydro Cannon Swampert in the Master League, where it genuinely struggles to make a name for itself. It can still operate well to some degree here, with Dragon Tail giving it more playable matchups with the common Dragon-types. |
