Best PvE Offensive Moveset

• Thundershock is superior to Low Kick for STAB and taking down Water and Flying-types.

• Thunderbolt is Electabuzz’s best move for its low energy cost and great damage. It only has 20 less power than Thunder, which costs double the energy.

• Thunder is the second best choice on offense, and Thunder Punch doesn’t keep up with the other two in terms of damage.

• Evolve it.

Best PvE Defensive Moveset

• Low Kick is Electabuzz’s only non-electric move, and works well on defense against Electabuzz’s counters.

• Thunderbolt splits the middle between Thunder Punch low energy cost and Thunder’s damage.

• Thunder is hard to react to, but costs too much to get good use out of.

• Evolve it and use it in Raids.

Shadow Electabuzz is going to need Return to have any utility, as none of its other Charged Moves have coverage outside of Electric. Evolve it and use it in Raids.
