Rotom

Rotom is a great Pokemon in terms of design and concept. An Electrical Ghost that acts as a poltergeist is just plainly fun concept. But, sadly, Rotom just doesn't have the stats needed to be good in the PvE meta. It's got a decent typing for defense, but its defensive stats just don't allow it to work well in general.

Best PvE Offensive Moveset

• Thunder Shock and Thunderbolt is Rotom's best offensive moveset.
• Astonish and Ominous Wind is a combo of two bad Ghost moves. It's usable if you have absolutely no other options, but many neutral attackers will tend to out-pace it.
• Thunder isn't a great Electric Type move, and is definitely beneath Thunderbolt in most cases.

Best PvE Defensive Moveset

• Astonish is stronger than Thunder Shock for defense
• Ominous Wind is Rotom's best Charged Move on defense, though the fact that it's the same type as Astonish can be an issue.
• Thunderbolt is perfectly good as well, and is generally the best option to pair with Astonish.
• Thunder is hard to dodge, but Rotom may not get a shot at using it on defense.

Thunder Shock is a good attack for PvP, as it provides high energy generation and allows Rotom to throw out attacks more frequently. Ominous Wind is weak, but it's relatively cheap to throw out and can be used to bait out shields. and if you happen to score the 10% odds Attack and Defense, then Rotom becomes substantially harder to take down. Thunderbolt finishes off the moveset, allowing Rotom to throw out some stronger attacks for more damage output.
