Mew's niche in the main series games was its unpredictability owing to its ability to learn any teachable move. This is reflected in GO with Mew's vast fast and charge move movepools.
Unfortunately, Mew's stats are mediocre, so even though it can hit just about anything for super effective damage, it falls short of specialized counters. Unless you're a whale with a limitless supply of TMs, getting the desired fast + charge move set on Mew for a certain matchup is not worth the resources.
Best PvE Offensive Moveset
There are a ton of combo possibilities here, so here are a few of the best if you're dead-set on using Mew for raids:

These are all of the best movesets that have a Fast/Charged move of the same type... sadly, Mew does not have a Psychic Type Fast Move to create a STAB Psychic moveset. Mew can definitely utilize other types if it really wants to, in which case it's generally best to pair a strong Charged Move with Snarl or Shadow Claw due to their high energy generation, though it's also viable to pair up two different types to counter a specific type if needed, such as Waterfall and Solar Beam for countering Rock Types.

Mew has two primary movesets across all formats. Both of them typically start with Shadow Claw for its solid damage, great energy generation, and incredible coverage, and pair that with Wild Charge for its amazing nuke potential. When run in the lead, Mew generally combines that with Surf, or Flame Charge when run as a switch. These are the most common movesets, and the ones to watch out for when you run into a Mew on the other side of the screen.
Other Options
In the end, Mew’s greatest strength is in its versatility, so selecting from canned movesets loses a large part of what makes it useful. As such, any enterprising Mew trainer is recommended to take a close look at their team, and use Mew to fill any remaining holes. Or just spend all the charged TMs you have and see what you get.
As a rule, you can never go wrong by starting out your set with Shadow Claw. The move's incredible neutral coverage, solid damage, and great energy gain allows it to effectively leverage its fantastic charged move pool. Volt Switch is better when you need that Electric-type damage (especially against Azumarill or Skarmory in Great League!).

Jack of all trades, master of none. Mew is capable of performing pretty well if you’ve got the TMs for it. In certain iterations of Great League, Mew has been able to act as a niche corebreaker due to its unmatched coverage potential. However, as more and more Pokemon fulfill those niches, Mew gets somewhat tossed to the wayside. It's definitely still a fun pick though. | |

Once again, Mew can cobble together a moveset to handle pretty much anything. That said, it does have some issues with its relatively low stats, getting somewhat outscaled. It's a fun pick here, but may not be worth the cost. |
