Klefki

Klefki is limited to the region located primarily in France and some of the surrounding areas. Its Fairy/Steel typing is interesting, but its stats and movesets are very poor and don't give it much purpose in Pokemon Go other than filling a dex entry. 

Best PvE Offensive Moveset

• Tackle is better than Astonish against a neutral opponent, but can't be Super Effective.
• Play Rough is the strongest on offense, and takes advantage of STAB. 
• Draining Kiss is a step down. 
• Foul Play is a decent move, but doesn't suit Klefki.
• Flash Cannon gets STAB, but isn't particularly good as a 1-bar move. 

Best PvE Defensive Moveset

• Astonish is more optimal than Tackle on defense, and is less likely to be resisted. 
• Play Rough deals the most damage consistently, but is resisted by Fire-type attackers. 
• Draining Kiss is a downgrade due to lesser damage output. 
• Foul Play is largely neutral, but Fighting-type attackers are very common. 
• Flash Cannon is underwhelming as a 1-bar move. 

Both fast moves are very bad and lack STAB; Astonish sports average energy gains but poor damage output, while Tackle is the opposite with average damage output but poor energy gains. It should also be noted that the latter can't be Super Effective against any Pokemon. 

Foul Play costs the least amount of energy among Klefki's charge moves. Play Rough deals considerable amount of damage with STAB, but has a moderately high energy cost. Draining Kiss has poor damage output for its energy cost, and Flash Cannon demands too much energy to be useful.
