PvE Analysis

Celesteela sports the same typing as Skarmory with much stronger stats distributed quite evenly. Unfortunately Celesteela lacks synergy in its moveset, with no Flying-type Charge Move, nor Steel-type Fast Move. Its 207 ATK stat isn't exactly threatening the top meta attackers either. 

Best PvE Offensive Moveset

Air Slash + Heavy SlamSituational
  • Air Slash benefits from STAB and performs better on offense. 
  • Smack Down should be used by Rock-type Pokemon. 
  • Heavy Slam is slightly superior to Iron Head, and both get STAB. 
  • Bulldoze isn't a very impressive move for attackers.
  • Body Slam can't be Super Effective against anything. 

PvP Analysis

Air Slash + Body Slam and Bulldoze or Iron Head or Heavy Slam

Air Slash benefits from STAB and is an overall well-rounded move. Smack Down hurts Celesteela's weaknesses to Fire Pokemon, but lacks STAB and energy generation. 

Body Slam is very useful for its low energy cost, allowing for cheap neutral damage and shield pressure. Bulldoze is very appealing for its coverage against Celesteela's weakness to Electric and Fire Pokemon, but its high energy demands makes it difficult to access. Iron Head and Heavy Slam have identical stats in PvP, and also gain STAB. Unfortunately Steel-typing offensively isn't very valuable. 

Great LeagueN / A

Celesteela's CP is too high for Great League. If it were to be obtained in Special Research in the future, then it would be eligible for Great League. 

Ultra League3 / 5

Celesteela boasts the same typing as Skarmory, but doesn't require Candy XL unlike the latter. Unfortunately Skarmory performs more optimally in Ultra League due to its more efficient moveset and slightly superior bulk. Celesteela falls a bit behind with inferior movesets, lacking STAB on Body Slam as its main Charge Move, while the rest of its Charge Moves are undesirable due to high energy costs, unfavorable typings, or unimpressive damage stats. Giratina can still beat Celesteela with Dragon Breath, due to Celesteela's reliance on its more expensive Charge Moves instead of the doubly resisted Body Slam. Celesteela also tends to struggle against some Fighting-type Pokemon due to its slow moveset, despite access to Air Slash. 

Master League2 / 5

Celesteela's cumbersome movesets are much more evidently shown in Master League, where its decent stats cannot make up for its clunky moves. At best, its Steel typing helps to resist Fairy-type Pokemon, but other Pokemon should be considered instead of Celesteela.
