PvP Analysis

Shadow Claw is often preferred over Counter to provide coverage against Ghost-type Pokemon, as its Charged Attacks aren't particularly great for that.

There are better options for Counter users, and you still have Close Combat as useful coverage for the many relevant Steel-types. Swift serves as Ursaring's primary Charged Attack thanks to its low cost and decent DPE. Play Rough can provide coverage against Dragon- and Fighting-type Pokemon, but it is expensive and unreliable. Trailblaze offers some different coverage and boosts Ursaring's ATK; use it as an alternative to Close Combat. Hyper Beam's energy cost is too demanding.

Ursaring's moveset boasts incredible speed, great coverage, and explosive potential, making the bear a fantastic generalist. However, Ursaring is also fragile, so it requires proper shield and energy management. It competes with Dunsparce and Lickilicky at this role, as they are much bulkier.

Ultra League3.5 / 5

Ultra League's increased bulk helps Ursaring survive weaker Charged Attacks, improving its overall consistency and making it less shield dependent. It is also no longer threatened by Dunsparce competing for the Normal generalist role, but Lickilicky still exists. The omnipresence of Giratina may make Ursaring consider running Play Rough over Close Combat, as the bear cannot win with Shadow Claw damage alone.
