PvE Analysis
Paras is not a good Pokemon in the PVE meta. It has a few decent moveset options, but its typing and stats are not generally worth the investment needed to raise it.

- Cross Poison is similar to X-Scissor, but it's slightly weaker with a different effectiveness profile.
- Solar Beam takes far too long to charge, and Parasect will likely never get it off.

Fury Cutter has a great stat-line, making it a very effective STAB Quick-Move.
X-Scissor (45 Power/35 Energy) comes out very quickly, and Solar Beam (150 Power/80 Energy) is a very expensive yet very powerful second STAB charged move to round out Parasect's moveset. Cross Poison can be chosen for its cheap Poison-type coverage, or it can substitute X-Scissor to bait shields if Bug-type coverage isn't as preferable.
