PvE Analysis

Hisiuian Braviary is more useful in Legends Arceus than Pokemon Go unfortunately. A lesser ATK stat than Unova's Braviary means this Pokemon isn't seeing much action as a gym or raid attacker. However, as a Flying/Psychic type Pokemon along with 242 STA, Hisuian Braviary acts as an appealing gym defender to slot between defenders that are weak to Fighting-type attacks like Blissey and Snorlax. 

Best PvE Offensive Moveset

  • Air Slash pairs well with Fly to fulfill a Flying-type attacker role. 
  • Brave Bird is a step down
  • Zen Headbutt synergizes well with Psychic to fulfill a Psychic-type attacker role. 
  • Dazzling Gleam should be used by Fairy-type Pokemon.
  • Ominous Wind is useless. 

Best PvE Defensive Moveset

Zen Headbutt or Air Slash + Ominous Wind, Psychic, Fly, or Dazzling GleamBest
  • Air Slash is slightly more preferable on defense due to its higher base power. 
  • Zen Headbutt isn't that far behind and is still viable for defense. 
  • Ominous Wind can be spammed frequently on defense, though its damage is poor. 
  • Psychic can hit Fighting-type attackers hard with STAB, and is more difficult to dodge. 
  • Fly is a solid option.
  • Dazzling Gleam provides valuable defensive coverage, but has a slow damage window. 
  • Brave Bird doesn't have many opportunities to be used on defense as a 1-bar move. 

PvP Analysis

Air Slash + Brave Bird and Ominous Wind or Psychic or Dazzling GleamBest

Air Slash is a well-rounded Fast Move with average damage output and energy generation. Zen Headbutt is terrible. 

Hisuian Braviary has various options in its Charge Move combinations, and different moves can be chosen depending on the format or coverage preference. Brave Bird is the most powerful, hitting hard with STAB, while applying a harsh self-debuff on the user. Psychic shares somewhat of a similar profile, though it is less strong, but at least it doesn't apply any self-debuffs. Ominous Wind can be chosen for its cheaper energy cost, not damage, and is largely unresisted against most Pokemon. Dazzling Gleam costs the most energy and offers Fairy-type coverage if needed. 

Great League

Hisuian Braviary is unfortunately a direct downgrade of Lugia in every League due to worse bulk and a less efficient moveset. 

Ultra League

The only perk Hisuian Braviary has in Ultra League over Lugia is being eligible for cups that ban legendaries. And even then, other Pokemon can fulfill its role much better. 

Master League

With a max CP of 3181 at level 50, this bird isn't making an impressions in Master League. Especially not with its poor moveset.
