PvE Analysis
Forretress isn’t a fortress as the name would suggest. This Pokemon has very limited use in the metagame. On offense, its fast move has zero synergy with its charge moves and its low Atk stat is plain unviable. On defense, although Forretress’s Def stat is impressive, it’s crippled by low HP and a fatal double weakness to Fire. There isn’t much value in Forretress and it’s not worth spending stardust on.

Bug Bite is strictly superior to Struggle Bug in every respect.
Heavy Slam is the only STAB charge move that Forretress learns, and is itself a decent 2-bar move.
Rock Tomb and Earthquake simply don’t work.

Struggle Bug performs better on defense due to high defensive DPS, though Volt Switch's coverage can also come in handy.
Heavy Slam and Rock Tomb, both 2-bar moves, are preferred, as they are likely to be used at least once.
Rock Tomb has coverage vs. Forretress’s biggest enemy: Fire-types.
Earthquake is not worth mentioning.

Despite lacking STAB, Volt Switch outclasses both Bug Bite and Struggle Bug. It offers decent damage and great energy generation. However, Bug Bite can be ran if coverage against Psychic- and Grass-type Pokemon is desired.
Earthquake is a slow but powerful move that gives Forretress the much needed power and coverage against its only weakness: Fire-type Pokemon. Rock Tomb doesn't provide a lot of value for its high 60 energy cost, but its ATK debuff does synergize with Forretress's great bulk. Heavy Slam isn't a spectacular move, but its STAB damage and moderate 50 energy cost lets it be more accessible against specific targets. Mirror Shot and Sand Tomb moves aren't particularly strong and are mostly used for baiting shields. The former requires less energy with a 30% chance to debuff the opponent, while the latter costs a bit more energy but guarantees a debuff.

Forretress is more of a fortress in PvP, featuring good bulk and only one vulnerability - Fire. Its strange and unique moveset grants it the ability to simultaneously pressure Water-, Steel-, and Flying-type Pokemon. It is primarily held back by one flaw - its Charged Attacks are somewhat below average. Outside of Earthquake, they tend to have very poor DPE, while Earthquake itself is rather expensive. As a result, Forretress can be awkward in situations where Earthquake is resisted. Thankfully, it has incredible resistances, so many opponents will similarly have an awkward time dealing major damage to it. Unless Forretress is running Bug Bite, its matchup against Grass-type Pokemon tend to be drawn out as both Pokemon often struggle to hurt each other. | |

Forretress just about reaches the Ultra League CP, so it still possesses solid stats in this league. Likewise, its damage output is still on the awkward side. Key wins against Cresselia and Feraligatr give this Pokemon a niche. | |
