With the wake of Deoxys and its signature move being agonizingly slow I've been trying to come up with ways that might better help it and potentially other Pokemon as well; a better speed stat implementation.
What if in addition to the stat buffs/nerf the speedmod value also affected the energy gain from fast moves and/or the cooldown from charge moves? In addition to the 5% buff/nerf to base attack and defense for ever 25 points of deviation, you gain energy and charge moves cooldown with that same 5% for 25 point deviation? Deoxys-N and Deoxys-A with a base speed of 150 would have their Psycho Boost cooldown reduced to 3.4 seconds instead of 4 and their EPS from Zen Headbutt jumps from 9.09 to ~10.454. This makes sense in my head, Pokemon that are naturally faster should be able to attack more frequently.
I realize this would hurt some Pokemon as well; Snorlax would take a 9% hit to its rate of attack, dropping its energy gain from Zen Headbutt to ~8.272 and its Body Slam cooldown would bump up from 1.9 seconds to 2.07. While harsh to some it's a little more realistic; How can a Pokemon with a base speed of 30 attack as fast as say Miltank, whose base speed is (somehow) 100?
If nothing else this seemed like a more interesting solution than spot buffing Psycho Boost, though it would be much more involved. Thoughts?
EDIT: I just realized the fast move buff/nerf should be applied to the EPU number, not the EPS number. For Deoxys's ZH this would set the EPU to either 11 or 12 depending on if they floor or round these calculations. These would bump its EPS to 10 or 10.909 respectively. Snorlax's EPU drops to 9, dragging its EPS even further to 8.18.
