How Good is latios?
So I have 3 latios,'2 weather boosted, one not, 80 and 82 for the bosted and 89 atk 14 for the nonboosted.
i know im never going to use the boosted ones because their attack iv's arent good, both a 10, but is the nonboosted one worth putting rarecandy into for use as a dragon attacker? (Already had dragon breath/claw from catch and I dont have any Rayquaza)

I dont need either psychic or focus blast, I have several high IV machamp that can take gyms and mewtwo's also a bit slower to boot, and Psychic is somewhat of a irrelevant attacking type for me, theres nothing other than the machamp raids I no longer need that are weak to it (plus I have sky attack moltres even if I needed to do them.)
also with all the mewtwo raids and distance trades im going to be doing (about 1-2 a day, sometimes three raids), I dont know if rare candying mewtwo will be necessary
I'm gonna argue that you should reconsider this stance.
It's good to have a lot of stuff in your toolbox, multiple options to take something down. Sure, Machamp powers through Blissey, but if that Blissey has Dazzling gleam, Machamp takes a beating too. Mewtwo isn't weak to fairy, and resists psychic, so FB Mewtwo does solid work on gyms. (In the past, I considered FB Mewtwo a luxury, and kept 3 of my 4 Mewtwos with Shadow Ball, and one with Psychic for Machamp raids. TM'd the last one to SB before we lost it. But now that we can raid Mewtwos with impunity, having one for FB isn't a luxury, it's another good tool in your toolbox.)
I feel the same way about Thunderbolt Mewtwo and Ice Beam Mewtwo. The two bar moves are great, and they are yet another tool in the toolbox. IB Mewtwo isn't weak to fighting, it resists it, and it isn't weak to rock, fire or steel. While it is currently top ice attacker, it should be overshadowed in Gen4, but will still be close to the top.
Likewise Thunderbolt Mewtwo isn't as good as Wild Charge Raikou or Thunderbolt Zapdos, but it is better in DPS than Thunderbolt Raikou, which means it's very near the top in that category too. Sure, Magnezone and Electivire will be up there too, but TB Mewtwo is a powerful pokemon with an electric attack that is not weak to ground.
Finally, C/P Mewtwo is the most powerful psychic pokemon in the game, ever (as far as we can estimate). If it gets beat out, it will probably be by Psystrike Mewtwo. Psychic may not be a big deal now, but there are some strong pokemon coming up eventually that are weak to psychic, and C/P Mewtwo is just the thing to take them down. Just like one could argue that one's SB Gengars are just as good as SB Mewtwo for Mewtwo raids (you know, until you see how damn frail they are, even against PC/FB), you could argue that Espeon and Alakazam will get the job done, but if the going gets tough, they will go down fast, and Mewtwo won't.
Now, I'm not advocating powering up IB and TB Mewtwo to level 40 right now, but you should have a good one (or two) in your pokedex; if there's some future situation where you need it, you can power it up then. Probably the same with C/P and PC/FB.
Options are always good, especially if their only cost is a few spots out of 1500 in your pokemon storage.
I know that machamp is weak to a dazzling gleam blissey and mewtwo isnt, but revives and potions really arent a problem for me and I have it leveled up enough to the point there when I beat it the first time I dont need anything other than my perfect iv machamp to run through it again and again as well as FB mewtwo is noticeable slower.
I know its other attacks are strong, thunderbolt and ice beam are very powerful but unless groudon and/or rayquaza come out before gen VI drops, I wont have a need for ice beam and dont know what situation i'd need a thunderbolt one for as electric's not a counter to a current raid boss, ie pre-kanto event raids (and I dont know any pokemon weak to electric other than walrein that could have earthquake or any other ground move).
I get that Psychic mewtwo's the best psychic attacker in the game but I dont see any point to have one if it much like the other sets, isnt useful. Yes it counters machamp raids but we also dont know when or even if those psychic weak pokemon will be raids or if better other type counters will come out. Psychic only counters fighting and poison. In gen VI theres not too many pokemon weak to psychic and will have any relevance, the closest is conkeldurr in gen V and the swords of justice (which Rayquaza coutners Virizion better at level 24 than a level 40 mewtwo) and cobalion's steel type makes it neutrally damaged by psychic. Theres not a whole lot of use for a psychic mewtwo, aside from machamp raids which because of the kanto event have for me (and likely most people) become a nonneccessary raid (plus sky attack moltres also deals with it extremely well), that was part of the reason focus blast and shadow ball were better, psychic's limited usefulness. Plus theres also Psystrike as you said, we know it will eventually come out, but even if its powerful, unless its to shadow ball levels of neutral DPS, it will still suffer the same problem as Psychic lack of effectivenes
My storage is also only 600. That and I trade anything bellow 87% iv's for legendaries that are relevant/useful.
An important detail, how many Latios candy are you starting with? Lesser detail: How many Dragonite/Salamence do you have currently level 30 or better?
Sometime in the future you will get more Latios candy, you might even get a better IV one. However, Latios can be useful to those without 6-10 big dragons—right now I have to drive 5-7 miles to get to an acceptable legendary raid scene...I prefer to have an excess of dragons/acceptable counters to try to cut that down to 3-4 miles when some of the easier legendary bosses return
