Kyogre is insanely hard to catch.

I've only caught 1 Kyogre since its return. And that's with 75% balls being great/excellent curves. And almost no misses.
Or maybe it's because I don't use golden berries? I save all of those for gym defense, and the occasional very high IV legendary or shiny non-legendary.

You just answered your own question. Golden Razzberries are essential to a good catch rate. Assuming 12 balls, the success rate difference between a regular razz and a golden is nearly 20 percent (in the chart I found). In any case, it's substantial.
I'm 13/15 since Kyogre came back, and I only go for Great curves.
This complaint is absolutely insane. Of course OP's catch rate is gonna be low without Golden Razz berries. Golden Razz berries are the difference between a 8% catch rate per throw (great throw/curveball/gold medal) and a 13% catch rate per throw, which translates to a 52% catch rate after 10 balls vs. a 71% catch rate. They're shooting themselves in the foot here.

Why are you tired of seeing Legendaries? You actively need to seek them out and spend resources to get them. it's not like they get in the way of anything you do.
My shiny Kyogre happened on my 14th encounter. You've only done 8? I don't feel bad for you. You can't complain about not getting a shiny when you've only done 8 raids (of which how many were even when Shiny was available?)
Most people raiding Legendaries (myself included) do it for the resources and XP. The Legend is only saved if it's my best one or a shiny. I want more Legendary raids!
Ive seen people catch it without them, mostly because they are blissey spammer scum and dont know how to play the game.
It is possible to catch them with pinabs, though ive only caught the birds using them from research, and dont take risks in raids, it is possible, just really, really, really unlikely to catch without them
It's certainly possible to catch them without GRBs. Really really really unlikely is a severe overstatement, you have about 50% odds with a lot of balls and good throwing and regular razzes can bring that rate higher.
Personally I don't need Kyogres so I don't waste my GRBs on them unless they have great IVs, I've still caught 4/7 since it came back.
As mahzza said, the difference between razz and golden razz in significant. Check out the kyogre page. Toward the bottom is the raid boss catch percentage table. With no badge, single ball great curve ball catch rates are 6.26 vs 10.21. For gold badge, 8.05 vs 13.06.
Cumulative statistics for 10 balls (a nominal average between minor team no control and major team with control) is 48% chance of catching with no badge and razz vs 66% cnahce with GRB. For gold badge status the chances are 57% vs. 75%.
For comparison, you have a 43% chance of catching it pinapped with gold badge and 10 great curve balls. GRB improves your odds over razz by more that razz improves it over pinaps.
That's what GR are for. Use them. Having said that, my catch rate on Kyogre isn't the best, the previous legendary I had a similar catch rate on was Raikou. Not had an issue with any of the others. I have an alt account at lvl30 & caught every one I've done with that, often in the first couple of balls. I've been convinced for a while lower level players have a higher catch rate.
I concur, cumulative percentages mean nothing at each ball's throw. An increase from 8 to 13 percent is virtually nothing in the great scheme of things. If you doctor suggested that you go through a significantly more expensive procedure to treat your cancer but your odds of survival would only go from 8% to a 13% I bet you wouldn't be as comfortable paying the extra thousands. And I mean "thousands" in my analogy as in, GRBs are significantly harder to come by than normal RBs.
Not saying I am against using GRBs to catch a legendary, just that realistically speaking it doesn't make that much of a difference when the odds are so spectacularly low anyways.
EDIT: BTW, for some real-world context: I am at 54/85 Kyogre. I almost always GRB and most of my escapees have been from Geat/Excellent curveballed throws (I only fail one in a dozen throws). In fact, on the rare ocassions I feel brave enough and have enough p-balls to spare a few pinaped throws, I regularly get the catch. Other times I have thrown 13 excellent curveballed GRB'd balls in a row and still have the Pokemon bail out on me. You and I and the neighbor's 10-yo kid know that it is all luck, and that only someone with an extremely short-sighted vision would truly believe that any increase between the 5 and 15% mark is anything but negligible at best. I am guilty of this practice, mind you, but I do recognize that I do trash a lot of GRBs on this that would be better spent defending gyms in my area because it is actually fun and active where I live, but I do also raid A LOT so I have the resources to manage to do both things
Odd, that is my best catch rate legend( 23 of 24 in 2nd wave, only weather boosted one ran away ) and i never landed excellent throw, heck i usually miss 1-2 balls. Just use GRB- that is their role. Lati twins was the hardest to catch- only like 70% for Latias and 60% for Latios( hitting with great curves almost all time)
Base catch rate for Kyogre is 2%, so it's no different than any other legendary aside from the bird trio (3%) and Mewtwo (6%). As others have mentioned, your low catch rate on Kyogre is the result of not using GR during the catch sequence, as the odds of an successful catch increase drastically with the use of GR, great/excellent curveballs.

Otherwise this is, player deliberately reducing their chance to catch a legendary, by not using the best way to increase their catch chance, so they can use resource to troll other players. Then coming on forum and complaining about a self created bad catch rate.
My Kyogre rate is 43 from 52, I always GRazz, I've still got 99 GRazz in storage, for a few months I've only been using my free daily pass.
