How rare is a 100% wild catch?
I am on level 31 and so far i come across only 1 perfect wild mon. Houndour! I try to catch every mon i come across but no luck. Is it just me or its just hard to come across a 100%?

To clarify, each IV (attack, defence and stamina) can have 16 possible values (0 to 15), so without weather boost, a given wild catch has a 1 in 16 * 16 * 16 = 4096 chance to be perfet.
With weather boost, each IV has 12 possible values (4 to 15), hence a given weather-boosted wild catch has a 1 in 12 * 12 * 12 = 1728 chance to be perfect.
Incorrect. Reasonable is a subjective term. Also you don't know what that term means because 'I don't know what you mean by "reasonable power up range".' meaning A. You were lying when you said this either honestly/comedically or B. You were being honest which is improbable due to your enthusiasm and aura of "expertise".
"A Level 1, 100IV Pokemon is within a "reasonable power up range", because guess what? You can power it up all the way to L40."
If guessing games are really your thingAND they seem REASONABLE to you, quit checking appraisal for every Pokemon acquired from now on. Discard all knowledge and tools on IV values and estimates. Delete all the apps. Truly live life the "GO" way aka Team Instinct's infinitely flawed yet so proud circle of philosophy.
To put it into perspective: As a level 38 I have caught a total of 27281 pokemon. Not considering weather boost, which is fairly new, I can expect to have caught 6-7 perfect ones. I know of only one - my Octillery "Pervtopussy". There were probably more, but at such low levels or of such useless types, that I never bothered to check their stats before transferring them.
The question has been correctly answered already, just chiming in to say that the difference with the weatherboosted odds is definitely noticeable. 50k+ catches and a lot of wild perfects (I check every single one), every single one since gen 3 release has been weatherboosted and they are appearing at a singificantly higher rate than they used to.
I agree, weather boost is helpful! It is useful to know the max CP for a perfect level 35, if you are looking for a specific pokemon. For example, a perfect level 35 Swablu has CP 671. During windy or partly cloudy weather, if you see anything over 600 it is probably decent. If you aren't planning to power any higher, basically the highest CP Swablu is what you want anyway.

The Marowak, Diglett and Machamp were all hatched. The others were all caught. And all were acquired prior to Weather Boosting; since Weather Boosting, I haven't caught anything that was above 90% while it was Weather Boosted. Caught a bunch between 75% and 89%, including 2 Ralts at 84 and 89% at level 30 for each, but no 100's.
