Proposal; unnerf all the nerfed legendaries
And only allow one per battle party, out of the Legendaries that have 680 total base stats in the games.
This would allow them to be as powerful as they should be, but by only allowing one per battle party they can't break the game.
I don't like seeing Rayquaza with the same base stats as Sala whatever it's called, doesn't do Rayquaza justice.

Niantic f***ed up when they broke from the Pokémon lore and allowed trainers to obtain more than one per species of legendary :(
Their stats/asssumed power were/was kept in check in the main series/anime&manga by making them limited

I think the first step in the right direction to accurately reflecting their power in the Pokémon universe would be to revamp the combat system prior to adjusting their stats (or both in unison!)

Except the main games have trading, where you can get as many legendaries as you want. I have at least 4 Lunala and Solgaleo in Moon. Also, given enough patience and time, you could reset the game until you got the nature and IV spread you want. Not to mention that once taken to level 100, you can max out one or all IVs. PoGo has none of these things, so the constant argument that PoGo should limit everyone to only one legendary each doesn’t hold water.
That was half of my argument, I was attempting to draw a picture of the Pokémon’s universe, which is represented by both the anime and manga as well as the main series.
Yes, there are work-arounds in the main series, But even with the main series, in most* formats, more than one species isn’t allowed (yes I know this argument is flawed), but otherwise, if many legendaries weren’t nerfed, having access to multiple of the same species, unerfed, could further the discrepancy between a player that possess 6 mewtwos/rayquazas, and one without.
You make a good point, but ultimately the point remains that if Some of these species weren’t nerfed, it would create a potential for a greater gap in maximum dps output between players that have access to rayquaza md mewtwo and those that don’t, henc one reason why a nerf is in place
In the main series, you can posses as many of the same species as you want. But you can't take more than one of them into battle at a time. This is something Niantic could do, nerf or not, with the addition of battle teams. Say someone is lucky enough to have six Mewtwo, it wouldn't matter because they could use only one of them in a party.
Obligatory comment: There was no targeted nerf. They adjusted the stat conversion formula.
I agree on the core problem, the conversion formula sucks and needs to get revamped. But talking about the late 2016 "nerfs" in the same context as legendaries that actually got spot-nerfed is highly misleading.
Because of their 20k walk distance, low catch rate, limited-edition(ness), and the increased rarity of Rare Candies, they are already more or less capped. In fact, not only are most players unable to max more than one per species, but most players are unable to max more than a few of ALL of their legendaries. That means many have opted to not max, for example, Zapdos/Articuno/Suicune just to have enough candies to max something like Raikou.
However, I will concede that it is game-breaking for lower levels. A squad of weather-boosted, ready-to-deploy legendaries puts even level 6 accounts on par with level 30s without an ounce of Stardust consumed. See my post: https://pokemongo.gamepress.gg/q-a/best-level-13-trainer
I made a level 5 account and did something like 6 raids on it (Under a week's worth of F2P Raids). Now, it's already more or less on par with what my account had prepared at level 30 before Raids came out. More, it has a coveted EX-Pass, an item that really depends entirely on where you live in the game.
