Piloswine solo and next project to CTM and level.
Just owned Pilo, was easy using Machamp, Exeggutor, Vaporeon and Rhydon and still had 30-ish seconds to spare. Got a new CTM.
Now, the contenders for that CTM are below.
The Gengar is 93% 15 atk, 15 HP, 12 def. (Look how smug she is! If I CTM her, I will level her. I just hope I don't end up with FB... )
Xatu is 100%. (needs a few levels but would be great to have Future Sight, as I already have an Aerial Ace 100% Xatu)
The Vaporeon is 96% 15 atk 15, HP, 13 def (needs a few levels to max out, but I rarely use him since I've got better coverage using Exeggutor and Rhydon).

"Xatu is useful for soloing Machamp" If you don't have a good Espeon, Alakazam, Mewtwo, Ho-Oh, Lugia, Exeggutor, Scyther with double flying moves, Dragonite with Hurricane, Rayquaza with double flying moves, etc. Xatu seems like a great fit, flying and psychic moves, but it's CP is just too low to be effective.
And about the spoofer accusations, just start showing up at raids, deny that you're a spoofer, talk to people, and it will blow over. If you did spoof in the past and quit, apologize for it. And if the people around you won't come around, find a new group, or get some friends you already have to play and play with them.
Not Xatu, that's for sure.
If any, I'd say Vaporeon; AT and HP are both objectively better alternatives to WP.
Chances are that with some good grinding and favourable weather, you could pick up a high-level, high-IV Gastly in the wild and save yourself inevitably having to power up that Gengar to make it meta-viable in any way, so that rules him out.
If I was in your position, I'd just stockpile the CTM for now.
I've got bad luck with finding good Gastly (same with Eevees though). So this Gengar might be as good as it gets for me.
I have 2 CTMs but one I usually save for anything higher IV than 95%. I don't use Vaporeon often and Gyarados would be a better alternative though I don't have a water set Gyara yet.
So you have one CTM? Vaporeon is the only one where that's a good idea, Gengar could get FB which is a strict downgrade and using CTMs to fix useless perfects like the Xatu isn't the best idea. Vaporeon would be a guaranteed upgrade but unfortunately isn't that useful of a pokemon anymore.
How about just saving the CTM for future needs? Getting the correct charge move out of 3 possibilities can easily take 5+ tries if you get unlucky and when you have a mon you really care about, you'll be happy you can fix it.
I have 2 CTMs, but I usually save 1 for anything above 95% and somewhat useful. Xatu might help in soloing Machamp given my current play style where I only keep pokemon of the same species if they're slightly different.
I guess I could save the 2 CTMs and when I get a 3rd one I could also afford to fix the Xatu and possibly have a better Gengar or rare useful high IV by then.
Xatu doesn't even make the top 24 of Machamp counters, I'm sure you have some other mons that would be more useful seeing how maxed Xatus are only barely able to pull off the solo. Even not mentioning legendaries or unobtainables, there are the obvious Alakazam, Espeon, Gardevoir and Dragonite (both Hu and Ou Dragonite are good) as well as Exeggutor, Jynx, Gengar, Scyther, Charizard, Machamp, Ursaring, Blaziken and Granbull that have better DPS than Xatu.
1 CTM for the rainy day is good, but more is of course better. Getting the correct one if there're 2 undesirable moves can be quite hard, I have a friend who had to spend 9 CTM on a single Machamp to get DP.
It won't be the only thing I plan to use. But my team as it is consists of Dragonite DT/Hu, the future Espeon, Exeggutor E/SoB, Xatu AS/AA, and there's a slot that currently is filled by Jolteon because I have nothing to put there yet, my Gardevoir (89% 15 atk) has Charge Beam / Shadow Ball. I could use a FTM and CTM on her, but then I'll likely find another good Raltz (they pop up dime a dozen when it's Cloudy) or hatch one and regret my decision.
I agree with those who say save them, but if you are determined to spend one, the Gengar would be my last choice, because it is the only one for which you are not guaranteed an improvement.
Given how you play -- keeping one mon per species -- both the Vaporeon and the Xatu can be useful. Sure, Vaporeon is no longer the best water attacker, but if you are only going to keep one Gyarados, and are not likely to get a Kyogre anytime soon, Either a HP or AT Vape will be useful. And a Xatu at that level has some value with either the double flying moveset or with FS.
With Gengar, you would be flipping a coin to get SB, and that doesn't always work out. It took me six CTM's to get SB on a legacy SC/DP Gengar, and I've had several other instances of spending 4-7 CTM's before getting the move I wanted.
edit: just noticed you already have an AA Xatu, so for the same reason I noted for Gengar, I would TM the Vape. But personally, I would just save the TM for now.
My style would actually allow 4 gyaradoses. It's 1 per species only when there's no difference or I don't have a shiny to accompany it.
I could have 2 normal Gyara and 2 shiny Gyara as pairs, but their movesets should ideally differ (i.e. Bite/Crunch, Waterfall/HydroPump, too bad I can't get a Dragon Tail/Outrage...)
Will keep the 2 CTMs and keep looking for better Gastlys. The 98% Espeon I plan on making might need a CTM, waiting to gather enough Bagon candy before I walk that Eevee.
Xatu? Just evolve another good IV one, keep this one as a trophy.
Gengar? If you gets Shadow Ball, then it is good. If it gets Focus Blast, you need to Fast TM it to Sucker Punch to make it a Pound Blissey killer, which is still good, but unfortunately outclassed by Tyranitar.
Vaporeon? Pretty good, Water Pulse is just bad. Aqua Tail for defense and Hydro Pump for offense, all better.
Nah, it's the pair to my other Xatu and my goal is to always replace pokemon of one form with a better one of the same form. To get a "good IV" one would mean to be lucky again and find a new 100% IV Natu or Xatu and hope for the moveset I want. Which even though I have 2 100% Xatus, I don't think I might run into a 3rd one.
I'll just stockpile the TMs and when I get a 3rd I could use on the Xatu, the other 2 will be for whatever better mon I can get that's considered more useful.
