[FUTURE Best Moveset: DT/HU] Dragonite for PVP.

Soon we will have an update that will allow us to have the desired PVP, therefore, making some revisions regarding the movesets, we have to take into account that these are currently made for the static battle in the gyms.
Now taking into account the strategic factor in my opinion the ideal moveset of our dragonites would be DT / HU, since it has a 97.5% total damage compared to the total damage that DT / O can cause, but seeing it from the strategic side , OUTRAGE takes too long to be thrown, as the page says: "OUTRAGE (3.9) is easier to dodge compared to Hurricane but has stellar damage output.While HURRICANE (2.7) is the hardest to dodge and deals decent damage.
Under this same premise I have chosen to carry out simulations of battles where both the damage and the ability to dodge is fundamental for the future PVP.
All this is based on my opinion, I would like the pre-expert and expert players to give me their opinion would be very helpful, thank you.
NOTE: Opinions that are taking into consideration that pvp will be like the fight in gyms but where both are attackers in real time.

I said we have no idea how it would turn out. I just said a few random stuff. Eh... I won't even use a Dragonite vs. a Dragonite. Look man... I know that Dragonite is your pride and joy but it's just not the best moveset. If you're happy with it so be it. Just don't create a theory where your Dragonite is king. You'd just be disappointed.
If PvP mechanics are similar to the current gym mechanics then DB/DC > DT/HU > DT/OR assuming dodging will be crucial in winning PvP battles.
DT/HU is becoming known to be a better attack move set than DT/O when using dodge all strategy. HU hits fast with shorter duration - ideal for dodging.
I noticed that for DT/HU on GP's "use this when attacking these pokemons" doesn't include defending Dragonite while DB/DC and DT/O does. With dodge all style DT/HU will almost always outperform DT/O when attacking any moveset dragonites even though O is SE against dragons.
DT/HU needs to be looked closer.
