Best Defensive Blissey
Blissey is unquestionably the top 1 defender in the current meta.
But to be more accurate, Dazzling Gleam Blissey is the real top 1 defender!
3 Reasons:
1. Dazzling Gleam is a 2-bar move, so less energy would be wasted under the control of AI.
2. One might argue Hyper Beam is better. But consider this: a full energy bar could launch 1 Hyper Beam, which deals 1501.25 = 187.5 (w/STAB); or 2 Dazzling Gleam, which deals 2100 = 200.
3. Type coverage. Dragonite, Tyranitar and Espeon/Alakazam, corresponding to Dragon, Dark and Psychic type are the 3 potential attackers. Hyper Beam would do 0.8 against Tyranitar, so is Psychic (and even 0.8 to Espeon/Alakazam). In comparison, Dazzling Gleam deals x1.25 to Dragonite AND Tyranitar, and x1 to Alakazam.
The quick move, on the other hand, doesn't matter that much. I would say that as Machamp/Hetacross with Counter/Close Combat is beating Normal Type more efficient that Dragonite, Zen Headbutt could potentially hit them hard. But again, if the attacker is Alakazam/Espeon Zen Headbutt would be less ideal.

I would say P VS ZH minimal difference.
I would probably say DG slightly better for def as it is constantly spammed...if you don't dodge DG it eats into your attacking mons HP pretty fast. Every dodge wastes time, and increases the chance of a time out.
I am willing to bet P or ZH with DG and HB will all be A for def move sets for blissey.
I haven't battled a Dazzling Gleam blissey, but I have battled a Hyper Beam.
All of the battles against a strong Blissey will come down to the wire (in terms of the 90 sec time out).
And with Hyper Beam, the Blissey used it 3 times in the battle, and personally I probably pause more to dodge Hyper Beam than any other charge move (because of its strength but also because it has such an obvious wind up). So I feel like I spent a lot of time dodging, which was time I couldn't afford to lose.
