Is my Rampardos a good lead for my Rayquaza team?
I only have 2 Ice Mamoswine, both not very high level yet. I'll be using Rock and Dragon types for the rest because I have no Ice Weavile.

If you have a high level Jynx, Mewtwo with Ice Beam, Porygon-Z with Hidden Power Ice, use these. Unevolved Piloswine and Sneasel, Ryaquaza, Cloyster and Rampardos are your next best picks. If you still need to fill gaps, use Articuno, Palkia, Salamence and Froslass (seriously).
Edit: If you still need to fill gaps, then use Walrein, Dragonite and Glalie (also not kidding). Also, using your 2 Mamos (if at a viable level) is so self-evident that I didn't mention.
Who knows what moveset is the OP's Rampardos is?

If not already outrage, then 0 use for Rampardos vs Rayquaza. So you want to TM to Outrage for it to serve a purpose? Then why not TM Weavile instead?

I like the edit, way to be overly hostile because you forgot which charge move Rampardos learns even though I explicitly mentioned the correct one.
OP explicitly mentioned "Ice Mamoswine" and "Ice Weavile" because they have dual utility, ground for Mamo and dark for Weavile. Rampardos is a one-trick pony in that it's only good as a rock attacker, so there's no need to specify "rock Rampardos". Given what little information OP gave I "assimilated" that his Rampardos already has an ideal moveset or he wouldn't be asking about it. Otherwise then yes, why not just TM a Weavile if it's a matter of TM's?

Things other than Mamoswine and Weavile that are better than Rampardos when at the same level:
- Jynx (frail)
- IB Mewtwo
- Piloswine (yes, Pilo)
- Rayquaza (keep away from Outrage)
- Cloyster
- Articuno (Ancient Power hurts)
Double weaknesses aren't anything to mess around with after the effectiveness change bumped them from 1.96 to 2.56.
Sneasel's a little *too glassy* for my tastes, hence it omission initially. While yes it technically does have higher DPS than Rampardos it's only by a percent or two at the expense of over 40% TDO. It's a hair faster than Rampardos, way less bulky, and definitely not a better pick than Rayquaza.
I did forget about Porygon-Z, for some reason the table this morning didn't have it listed. Not as good as Piloswine but better than Rayquaza.
Rampardos is worse than both Cloyster and Articuno. Cloyster has about 3% more DPS and 12% more TDO than Rampardos and Articuno has about 2.5% more DPS and 27% more TDO than Rampardos. Rampardos numbers since they didn't fit: DPS 31.374 TDO 453.4.
Seriously, double weakness is nothing to overlook anymore and Avalanche is a champ of a charge move being all but the same as Dynamic Punch.
To give you a straight answer: no.
There are an abundance of ice types +Mewtwo that will severely outclass it. A piloswine will do considerably better at the same level, and low level Mamoswine will do better as well (like level 25-30 will do better than a level 40 rampardos I'd imagine).
If you're lacking all of that, even Cloyster or jynx wild caught (or evolved) at level 30-35 should be better.
Now - if you're not duo'ing or if your duo partner has a full team of high level Mamo AND you want to use rampardos then sure, why not. Your duo partner should be able to almost solo it if you're giving him best friends boost, so having less damage from you isn't a huge deal.
