Which of my Legendaries to power up?

The question is about my son's account. It is level 28. It's pretty limited on pokemon. It has a few legendaries, a couple level 30 plus Machamps, and Dragonite and Gyarados. I have 3 charged TMs. I guess what I'm looking for is a team of 6, so I have 6 high level generalists. I'm not so much worried about the normal pokemon as I can get candies. It is more about which legendaries I should invest my candies in. Here are the pokemon...

Maxed Dragonite DT/O
Maxed Gyarados WF/HP
Maxed Exeggutor BS/SoB
Maxed Machamp C/DP
Lvl 31 (more than maxed) Machamp C/CC
The legendaries
Mewtwo lvl 21 86% PC/FB
Mew lvl 24 71% Infestation/Blizzard
Latios lvl 24 95% DB/DC
HoOh lvl 26 81% SW/FB

The pic is the team I have now. The Latios is really good, but I have a dragonite and candies. My Mewtwo can be my fighting attacker, my HoOh my fire attacker, and Mew can take on psychics/grass/dragons. Who should I invest in? Should I change my battle team? Thanks!

Try to get it a Kyogre, it is a super tank. Maybe even keep it with blizzard for a while if that's what it is born with.***below intended for my son (probably when he turns 5) got to level 30 today--will put as much as possible into Rayquaza and Kyogre. However, last two weeks it got a 2255 and 2252 Mewtwo and those not yet in top 12.

I only care about my account, I'm 8 for 10 since Kyogre returned. I was 15/35 on its first two tours.

I’m fine getting this one to 30 and putting it in the freezer. I’ll mainly just get stuff in the living room/stuff at McDonalds/pokemon at the bouncy gym that have free WiFi and pretty good spawns. Those are some boring places.

Definitely invest in the Mewtwo, which has good IVs and is hard to get. With Focus Blast, Mewtwo is a great answer to Normal-type gym tanks, while with Shadow Ball, it excels in many raids.

Do not bother investing in Mew, which is only a trophy (except for those with hundreds of TMs to waste).

Get some Tyranitars and of course, Kyogres.

First rule for the game is only to start powering up if you can take a pokemon all the way to a certain lvl you want it to be (lvl 30, a certain breakpoint...) Don't start powering up before you reach lvl 30 except for 100% IV and legendaries that are no longer available. Powering up everything a little bit is a waste of resources. I would not touch Mew. Kyogre, Groudon, Ray, Mewtu and Raikou are the best investments from the legendaries. Dragonite is the best generalist outside of those. Try to get more Machamp and Tyranitar as well. High IV, high lvl Eevee are a cheap way to get solid mons. Don't use name tricks early on.

With 2 double fighting Machamps, lvl 30 and 31, even if one only has CC, I think a FB Mewtwo is unnecessary, especially if you are in dire need of generalists. You could try to TM it to Shadow Ball for maximum power. If you get Psychic, you're less powerfull but it's a real asset for soloing Machamp. However you must also have other mons for this. Even Hyperbeam has a better cycle DPS than Focus Blast against neutral targets but it does not enjoy any type advantage. Take this with a grain of salt, it depends on what you need. In any case, don't burn your last TM because you aim for a specific move. If you have 1 TM left and the move you have is not ideal but could be worse, don't use your last TM or you might get stuck with the worst possible move!

I don't see anything wrong in having 2 dragons in a generalist team. Latios is an interesting candidate if wou have a reserve of Latios + rare candies. Like already said, power up your mons up to level 30 or a useful breakpoint one by one, don't power up each of them 1 or 2 levels before running out of stardust or candies.

Again, as already said above: don't get impressed by Mew's status and rarity. It's not that good and requires a lot of ressources (especially TMs) for results that are not as good as what other mons could do. Keep it like this and it can give you a bonus against certain pokemon, but you'll easily replace Mew by something else later. Less likely to happen with Mewtwo or Kyogre for example :)
