Which mons to immediately power up to L30?

Dust: 650k
Rare Candy: 94
Fast TMs: 7
Charged TMs: 0 (spent 5 in failed attempt to get FS on 98% Alakazam)

Goals:
G1. Assemble a team to take on Groudon (see my box) for CTMs.
G2. First successful Machamp solo.
G3. Overcome GR-fed Blisseys with ZH/DG.

Candidates:
C1. L27 91% Tyranitar with Bite/Cru (28k dust + 17 RC or walk 85 km)
Of course! Only question is whether to spend the RC so I can start walking Ralts.

C2. L22 94% Gyarados with Bite/HP (64k dust + FTM)
A second L30 Gyarados with WF/HP (first is 87%) for my Groudon team. Any other uses? Too risky to evolve two L29 87%/84% Magikarps hoping for HP.

C3. L26 82% Exeggutor with ES/Solar (36k dust + FTM)
To take on Groudon. Not going to FTM my two L30 Exeggutors with Conf/Solar and Conf/Psyc. Also an upgrade on my VW/PB Venusaur (since no CTMs for Solar) to destroy Vaporeons.

C4. L20 91% Entei with FF/OH (75k dust + Fast TM)
Blaziken seems no better than Machamp against Blissey (and Chansey) with DG. Already spent the RC and can easily solo Scyther. In future, my answer to Metagross.

C5. L20 96% Alakazam with PC/FS (75k dust, FTM optional)
Failed first Machamp solo with both Exeggutors, both Espeons, L30 98% Alakazam with Conf/FB and my Dragonite with DT/Hur (see my box again).

C6. L20 84% Ho-Oh with SW/BB (75k dust + 51 RC + FTM)
Hefty investment for massive bulk for soloing Machamp, but any other uses? I will eventually get Gardevoir.

C7. L20 82% Steelix with IT/HS (75k dust)
In Singapore, gym turnover is very high and GR defence is common, so powering up coins may earn me more coins in the long run. Unfortunately, I lack Chansey candy.

C8. L25 87% Scyther
To evolve now (101 candy)? Hard to find a Scyther raid at a blue gym in rain; free passes better spent on Groudon. Nowhere near soloing Alakazam and may never get Mewtwo. Metagross is better Steel-type attacker.

C1: Just power to L29, the breakpoint against Mewtwo for 13 attack IV. It's better to find a Ttar raid, and pinap the Ttar.
C2: No. Evolve one of the karps.
C3: No. Find high level Exeggcutes on a sunny/windy day. Or Bulbasaurs on a sunny/cloudy day
C4. Hold it first.
C5: No. Just walk more Eevees for Espeon. I caught 5x 790+ Eevees in 2 hours on a partly cloudy day. And don't use the fast TM on Alakazam!
C6: No. That's a big investment just for one purpose. Even powering the Alakazam is better than this imo, especially now with battle parties.
C7: No. L20 Steelix sucks on defence, it's about on par with a L30 Cloyster. L20 Chansey does well on defence though.
C8: Up to you.

Fast TM your Blissey.

You don't actually need to power up anything extra for Groudon. Here in SG, you can just go to any raid before the egg hatches, get into the first lobby, just use 1 Eggy/Gary each and finish the raid.

You should definitely be able to solo Close Combat Machamp with 2 Espeons, 2 Eggys and 2 Dnites. Order:
Espeon C/FS
Espeon C/Pb
Eggy C/Psy
Eggy C/SoB
Dnite DT/Hu
Dnite DT/O

No need to power up anything for Groudon? I reached a Groudon raid at a community club before the egg hatches and managed to get into the first lobby (20 people), only to watch Solar Beam tear my unprepared team to shreds.

Of course, a L20 Steelix sucks on defence, but how would a L30 Steelix fare? Will look out for Close Combat Machamp raids, except in cloudy weather.

For Groudon, you're good to go with your C/SoB Eggy, Gary, Vaporeon, and 2 Dnites

As for the Steelix, it's not worth it. There's a massive Onix nest at Bedok Reservoir Park right now. Go on a partly cloudy day and evolve some random high level ones! Better hurry, you only have 2 days! (before the next migration)
Edit: My mistake, there's still another week before the next migration.

Bedok Reservoir Park is a great place to take long walks! Hope I get a high-level wonder with HS (upon evolution).

There is also a huge Torchic nest at Tampines Eco Green, but the simulations suggest Blaziken is no replacement for Machamp or Entei.

Contrary to DragoniteSlayer's advice, I'd say go ahead powerup your Zam for your Machamp solo team. Espeon's are nice and fairly reliable, but there's never a guarantee of the optimal moveset once it does evolve (though if you have plenty of eevee candy and high level eevees it won't hurt to try), and your Zam currently has it's functional best moveset (you want psycho cut for EPS and dodging since it's frail) and will for sure be more useful than an eggy without psychic.
Additionally, if you really think you need the help for groudon, and don't have a ton of extra candy to use to evolve more karps, powering and FTMing the gyary is not the worst idea since, unlike eggy and vaporeon, it takes neutral damage or outright resists all of groudon's charge moves.

Entei. It's going to be fire meta. Celebi regice registeel jirachi metagross. U don't really need to spend dust on a team for Groudon. Find level 34 35 egg in wild or other grass types against solarbeam. Use flying types against earthquake like dragonite gyrados and Moltres is actually good against. Water types against fireblast. Find level 34 35 eevee in wild and walk them for espeon for machamp solo. U can use 6 espeon as long as u dodge charge moves. Entei is going to be the best and most useful investment. Why stop at 30? Just cuz cp gain is half doesn't mean u should stop at 30. What if a breakpoint for a fast move is at 31 or 33? Charge moves scale better since they have high base damage.
