Which Chansey is better

I have hatched two Chanseys

786 CP, 307 HP, Level 20 (just hatched)
PokeGenie IV stats: Attack 11, Defense 11, HP 15

#2
806 CP, 306 HP, Level 20 (just hatched)
PokeGenie IV stats: Attack 13, Defense 11, HP 13

Which one should I power up? #1 is a hit point tank, #2 has higher attack.

Last time we had this 2km hatch event I hatched a 98%, evolved to an 1835cp level 20 Blissey. Then hatched another Chansey which made it to 1830 at 20. Then I have this one I'll probably never evolve...wait. Wait. Wait. Four level 30 Blisseys and those two level 20 Blisseys.

#2 is better. Chansey has HP stat of 500 so it really doesn't matter if its HP IV is 10 or 15.

On the other hand, Chansey's attack is just 60 which means that a single point of Att IV can make a difference.

No, wait for a 90+% IV one.

No reason not to wait, plus Chansey hatches from 2km eggs right now. Pretty good chance to beat 806cp. Might not think attack matters, well, it might if you have Dazzling Gleam and someone thinks of possibly using a Machamp.
