What are the "increased rates" for the new shinies?

For my shiny geodude, it’s about 1/50 from the park that I usually visit.

Are there increased rates? Is there an official mention of that somewhere?

I hatched a shiny shellder from a 2km egg. It may just be lucky, but I wonder if all shiny Kanto rates are boosted.
