Pool: What will happen first? Dragonite raids or Dragonite new move sets?

I am wondering if I should:

(1) Use immediatly my Dragonite candies and my TM to get good moves before a possible change.
For example, I would like to make sure that I have a good Huricane Dragonite ready for a new fast flying move. I would also like to get a good DT/O one if the future dragon moves are worst.

(2) Save everything to power up my dragonite obtained from raids which will probably have better IV and will not need to be evolved.

DT/Hu Dragonite
I have a good (89% lvl 37.5) one and I am happy with it. I am just waiting to get a good flying fast move available.

DT/O Dragonite
I have two low IV (40%-51%) DT/O Dragonite one at level 30 (caught wild at that level) one at level 34.5 (I powered it up a long time ago when dust was cheap and it was my best pokemon).
I would like a better one before DT/O becomes legacy.

I have a level 20, 87% Dragonite with SW/HB. I would prefer not wasting several charged TM on it to get Outrage.

I have a level 20, 91% Dratini. I would prefer not wasting 125 candies to maybe get another HB.

If Dragonite becomes raidable, I can get a level 20, 91%iv, DT/O, dragonite without using several charge TM. And I can use my candies to power it up to level 30+. And even if DT/O becomes legacy, there maybe even better new moves in the future.

On the other hand, I may forever lose the opportunity to get a good DT/O dragonite which maybe the best move ever...

What a dilemna.

The thing is who knows what will get boosted or nerfed, or how good the new moves will be. With 3 (?) more non-legendary dragon types coming in Generation 3, what if dragon pulse was made a 3 bar move yet maintained its same 90 power per bar? Suddenly that would be a good charged move for dragonite instead of outrage's little brother.

My guess is the same time. Probably when Gen3 come out fully. This will keep Dragonite relevant/interesting despite all the new dragons coming.

On the other hand, they've already legacied some of Dragonite's moves so maybe he isn't "due".
