I won't ask what you need. You should know why you suggested those 3 so between them I'd personally walk Shinx because I am still missing the final one.
As for the most useful definitely Electabuzz
I still walk Metagross because I want to max more and I've run out of candies after evolving 3 or 4 dozens during CW and maxing 4.

Which one is the best option now?
1. Riolu, for a possible future CDay.
2. Shinx, for evolving into Luxray.
3. Electabuzz, for Electivire, but I'm not sure if I can get a Sinnoh Stone immediately after 100 candies.
4. Any other recommendations...?

Generally speaking, my choice of buddy revolves around rarity, so the 10K hatches are frequent picks.
Out of those three, I'd go with Riolu because it's the scarcest one at the moment, only being available as a (rare) egg hatch.
Shinx candies can be fairly reliably obtained from raids, and is not a difficult one to Pinap. Electabuzz has a number of sources, including the fact it can nest.

With the notable exceptions of Pikachu and Eevee. That may possibly be motivated by historical reasons (Pikachu being the 'face of the game'), or economic reasons (the Let's Go: pokemon).
On the other hand, Lucario has been described as the face of Gen4, and it seems to be a nice pokemon (albeit a bit glassy), but with a lackluster moveset. That's how one could sum up all of the starters, as well as Metagross, and possibly Rhyperior (Rock Wrecker, anyone). So for those reasons, it's a possible candidate for a CD.
While it's true that Riolu is rare and doesn't spawn, there might be room for a new delivery paradigm. I could see a Riolu encounter as a research quest reward (rare like the Chansey or Larvitar quests), or something we haven't anticipated. Or it could have a CD.
I'm not a huge fan of Lucario either, but it's pretty apparent it's something of the Gen 4 mascot. It's gotten promotion out the ass, managed to be pandered to in Gen 6 with one being handed to you early game with its Mega Stone, and is a playable Smash character. While Garchomp is also a fan favorite it doesn't get nearly as much love.

Suppose you're right, though hen you hand around with people who do tournaments, garchomp's almost always what comes up, never a mention of Lucario.
Also I feel I will live to regret this comment, but Lucario gets meteor mash in the main series. I'm suprised no one's brought this up yet.
The difference is that Lucario gets the love from TPCi via promotion, marketing, and inclusion in other mediums that Garchomp doesn't. One being favored more among niche competitive groups has no bearing on what is/isn't the "face of a generation" from a marketing standpoint. I guarantee Pikachu is never mentioned competitively despite being the series mascot.
EDIT: I've seen the MM thing mentioned before from people anticipating a Lucario day of sorts. That's not really a factor in anything though, Clefairy gets MM as well.
True. I'm just saying I don't know what your point about Lucario getting MM was since it's never been truly exclusive to Metagross even on the generation it debuted. I'm guessing few people even know Lucario gets it since it never got the move until Ultra Sun/Ultra Moon added it to its egg move pool.
Actually, both Pikachu and Eevee can be put in the category of "starters". It's true that Eevee wasn't a starter for players until "Pokémon Let's Go!" but it was the rival starter in Pokémon Yellow.
With that in mind, then only starters and 3-stage rare Pokémon seems to be the pattern, but drawing a pattern with Niantic is unreliable at best :)
It's a wierd little thing, its part of the core games, but also at the same time isnt, a lot like the lets GO games.
We likely wont be seeeing shadow pokemon ever again, or at least for a very long time, as last I heard, the trade mark for shadow pokemon didnt actually belong to Nintendo (yes I know, it sounds nonsensical)
Pick what you need candy for. Are you powering something up and need additional candy? Go with that thing. Need candy to evolve for the Pokedex? Go with that. I'm walking a Buizel because I need to evolve mine and I rarely see raids for the little water weasel. Before that it was Shinx, after it will likely be Piplup because I still need an Empoleon for the Pokedex.
I'd go with what ever you need more at the moment. f you need an electric attacker, theres no nonlegendary better than electivire and you can raid shinx; if you need a fighting type, Lucario's a dex entry compared to machamp who's a raid boss and lucario's not likely to get a CD, a large deviation from the pattern that lacks the franchise significance of eevee and pikachu.
If you're worried about the sinnoh stone, PvP's announcements have confermed sinnoh stones are a possible reward, and even assuming a 1/5 odds of getting one like the current weekly rewards, it'd only take 2 days if you do the three battles a day (an announcement seemed to suggest only 3 battles daily would net rewards, but I dont know fully)In short, they will be easier to come by soon, so I wouldn't be too worried.
