Out of Game Notifications

So I keep on getting Notifications from Pokémon Go like "You're making great progress on..." and other notifications that pop up on my phone. No biggie. Because I'm a pretty normal guy, I hold my phone in a "Portrait" direction and most of the notification is cut off from the screen. Again, no biggie - I used to just tap on it without thinking, but now I turn it Landscape, see a bit more, but it's still partially cut off. So I tap on it now anyway...

And it's gone. There's nothing in Pokémon Go. No "News". No "Journal" entry. Nothing. Nada. Zilch. Zero. ARGH!

Does anyone know where to find these notifications? I'm curious as to what the entire message is, and I haven't been able to see a single entire notification message like this yet.

For me is mostly when I'm close to a research breakthrough or seven day spin streak if you hold down on the notification for a second you can slide the note open to see the whole message

Progress-related notifications don't appear anywhere in the game. It's just something the app hits you with when you're not playing the game in order to get you playing the game.

Feature-related notifications seem to be delayed well past the release of the feature itself.
Example: Adventure Sync was released 25 Oct 2018, and appropriately there was a news bulletin in-game the same day. The app didn't ping me with a notification regarding Adventure Sync until earlier this week!

I don't have this issue... but i do frequently get notifications that "my pokemon wants a berry" 2 hours after it has been knocked out of a gym.
Tl;DR: Niantics notifications have always been kinda jank. Amidst all the other issues with PoGo and feature implementations, it's probably something they just don't pay much attention to.
