Im wondering what to work on next for the legendaries.

Currently i have one high level kyogre, 2 good high level gyarados for groudon

A few high level Venusaur with FP for both.

And no raikou (all level 15, plus not my team mascot)

Im wondering what to go for next and will be more useful, my lucky kyogre, or my shiny zapdos. both have the same iv distribution, 14/14/13, with optimal movesets.

Maybe he didn't get to play during the event and had to spend all his candy on evolutions? Come on, it took me 2 seconds to think of a plausible explanation.

Given the information provided, I assume you can trio Groudon in neutral weather. I'm unsure you can for Kyogre. What about instead of powering up, you just evolve some high level Exeggutes and Roselias and see how it sims up.

Dont have any eggs, haven't seen any wild ones for a long time. I was banking on sceptile getting frenzy plant prior to this return, so I kinda got put in a bad spot with few grass types. I might have g few good level roses

Kyogre seems more relevant for now, use it for Groudon. And the Tier 4 regular raids.

However, if youre raiding a lot to chase shiny Kygore then the Zapdos is your best shout.

It sounds like you're more prepared or Groudon than you are for Kyogre. I'd go with the Zapdos if you plan to raid Kyogre in any capacity.

Any chance you can swap Raikou with someone and hope for a lucky? That would be your best option regardless of the IVs it comes out with from a dust standpoint.
