Camerupt is meta-irrelevant, so I don’t recommend powering it up.

If you want to give it a try, you just catch higher CP Numel and evolve bigger Camerupt. No need to use any stardust.

Just a friendly suggestion, you could use the site's resources to look for the answer yourself instead of making a thread and then waiting for answers. It takes literally 5 seconds to open the pokemon list and search for the pokemon's name to see its base stats and ranking.
GP's rankings aren't perfect, but Camerupt has a ranking of 1/5, which means it's garbage beyond any doubt.

Gamepress has many guides for new players. Regarding pokemon movesets and relevance you have a list with all the pokemon and their moves graded as A, B, C.
There's also a list of the best defenders, best attackers, a ranking of best attackers by type, best non legendary pokemon... A lot of useful information that would help you.

Camerupt will be the best Pokémon in the game, max him out

On a serious note he probably has potential as a Mega but that’s probably it. Double weakness to water makes him scary to use. So for now pretty useless

I got a 100% one, i pray everyday Niantic don't nerf it. It's the greatest pokemon ever made.
