Moltres vs Flareon as an Articuno counter

For some weird reason, Moltres is listed as a supreme counter for Articuno, but Flareon is only a good counter.
Did they consider the fact that Flareon resists ice, but Moltres doesn't?
Or is Moltres' defensive stats so overpowered that it survives longer than Flareon even without resistance? Looking at the raw numbers, it doesn't seem so.
The attack stat difference is too small to make any difference in most battles.

Fire Chicken has a much higher stamina stat.

1: Flareon's effective stamina should be about the same because of resistance to ice.
2: Flareon has higher defence stat.

130 / 0.714 = 182 effective stamina on Flareon?

I dunno if that's ^ the right thing to do or not.

this should apply to defence, not to stamina, since doubled defence doesn't actually mean doubled stamina due to damage roundings, plus more stamina means means more energy gain per hit taken, while more def, measn less energy gain per hit taken

Pokebattler's rankings against Articuno shows Flareon surviving longer than Moltres, allowing it to deal more damage. Even Arcanine survives a little longer than Moltres.
