This is a little more work than listing them by CP, but what are your top 12 pokemon by pokemon level? If you don't know the exact levels for all of them, and don't want to look them up, just approximate the best you can.

Several of these were powered up when the old gym system was in effect, and CP mattered for gym placement. Some are powered up to important breakpoints. And I believe that useful 100% mons should eventually be powered up to the max. In general, I do two power ups at a time, because I like to keep them at an even level (e.g. lvl 36, not lvl 35.5 or 36.5).

edit: Oops, forgot my Mewtwo the first time. I believe Mewtwos also should be maxed, but I am low on rare candy, and am spreading it around to other legendaries to eventually be powered up.

I just can't be bothered to change the moveset. It was my first Dragonite, it's IV aren't the best, it still does solid damage, DP is legacy...I just don't need to change it currently.

I have one at level 35, and four at level 30. With limited candy and dust, I figure it's better to have multiple T-tars that are past a critical breakpoint, rather than one or two powered up to higher levels. They will all eventually be powered up some more, but that is not a high priority.

In the top-12 by CP thread, the T-tars are five of my top 12.

It needs the double bug moveset (FC/XS) to really be useful, IMO. It hits its breakpoint for max quick move damage against Alakazam at lvl 29.5, and Mewtwo at lvl 31.5, so I would shoot for at least those levels. Breakpoints are really important with a low-damage but fast move like FC. It's glassy, but fun to use because it is so nimble.

I have few Pokemon above L30, so I will just list those above L30.

1: Blissey L35.5 CP 2999
96% 15/13/15 ZH/DG
My main gym defender.

2: Gyarados L34.5 CP 3008
96% 15/15/13 Wf/HP
Powered up for old gym system, witnh DT/O then, just TMed last week.
Gyarados was the highest CP Pokemon for me that was easy to obtain candies for back then.
In my area, even high level Blissey towers did not last for more than a day. Sitting in high level towers was so that I could run to the next few gyms and slot in without the first one going down, to collect more coins. And higher gym placement was important not to prevent getting shaved, but to buy more time to slot into more gyms if the tower gets attacked before I finish.

3: Alakazam L34 CP 2639
100% 15/15/15 PC/FS
My first, and now my only meta relevant 100% mon. Powered to PC breakpoint against Machamp right now.

4: Snorlax L34 CP 2875
60% 07/13/07 ZH/BS
One of the investments that I regret now, particularly because of the IVs. Luckily the Snorlax was already quite high level before I powered it up.
It was powered up early in Gen 2 (old gym system), because of the legacy moveset. Also because I didn't have better candidates to power up. I only caught a 15/14/12 one in June 2017, and it was below 1000 CP.

5: Dragonite L33 CP 3202
96% 14/14/15 DT/O
My first high IV Dragonite, still my highest. It got SW/O moveset after evolution. It was only CP 802, but I powered up anyway.
I was still powering up that Gyarados in #2 on this list then, so I had to wait before powering this Dragonite.
By June 2017, I had already powered the Dragonite to CP 2950. Good enough for gym sitting in some gyms here. It did well on offense too against Blissey towers with SW/O.
This was when the gym rework was announced, so I stopped powering up.
Now I just started maxing out this Dragonite, but short of dust.

6: Ttar L32 CP 3188
82% 14/08/15 B/Cr
Caught at late night as a boosted Pupitar in partly cloudy weather. Got B/FB on evolution, a single CTM got Crunch.

I won't list most of the L35 weather boosted mons here.

My raids crew(and some defenders :) ), sceptile will be rised for Kyogre as soon as I will got another 80 candies :).
A venusaur, articuno and ho-oh see some groudon fights when I shirt man it and anither 3 bite/crunch tyra were used for meetwo and soloing various Alakazams.
A jynx, a cloyster and a piloswine will get maced for raykouza I think, maybe 2nd and 3rd Dragonite(for 2 manning attemts I hope).

A, and I have 3 more fires (entei, flareon, arcanine) at low 30s powered up when I duoed Victreebel to reach individual attack breakpoint.
They will get their turn to be maxrd for registeel and regice I think.

Love the fact that for the new legendaries there needs to be some preparation by using types which were not needed until now. Electric and especially ice is a little tricky and needs some investment for sure. My top 12:
