None of them.
Attack.

IMO, attack is slightly more important than defense, and both of those are a little more important than stamina. Everyone talks about hitting the last break point, but I'd rather hit a bulk point and get another charged attack off than get an additional point on the 4-10 fast attacks a pokemon makes in a tough raid before getting KO'd.

That said, Lapras isn't the place to put your dust now. Articuno is better, except against a few matchups, and Mamoswine will be better yet. I powered one up before the big shift in IVs, it was looking good, but got hugely nerfed. I powered a second one up because it had legacy Ice Beam. Other than that, I wouldn't touch Lapras at this point - many better options, like Jynx, Weavile (gen4), Mamoswine!!! (gen4), Articuno, Walrein, Cloyster, etc.

I wouldnt power up any of these. Thanks to the recently introduced quest Lapras is easily obtainable now, so connect with some local players, ask them for locations of the quest and grind those Shellder to constantly complete 3 tasks at once.
Have about 50 quests done and got 2 hundos out of it. Heard of many other people with hundos too.

What level are they at? Is go for the first one though. Up to maybe level 30?

None. I'd hesitate to power up a 100% one. No relevance.

Groudon and Rayquaza raids are al most garenteed to return in the comimg months, and and ice lapras with be great for a lot of legendary raids in the next generations, Groudon, rayquaza (as stated) Giratina, Zekrom (thought is weak to electric) all three of the forces of nature, Virizion, yveltal, zygarge, ultra necrozma, tapu bulu, ice covers a lot, thats also not to mention that a lot of other pokemon are weak to ice.

Yes if you have Jynx, walrein or articuno and when mamoswine and glaceon come out, lapras may loose use to better pokemon, but it can still function as a dragon counter, if potions are tight and you want to keep your better ice types healed for raids, lapras can do well in gym takedowns as a substitute without having so spend limited potions o heal raid attackers if they are limited.

This doesn't sound like no relevance, ice is perhaps the most relevant type, given how many pokemon are weak to it, and also how strong those pokemon that are weak to ice are

Ice will be a relevant attacking type for the rest of the series, it always has and always will given the large number of legendaries that are weak to it, they are heald back by their numerous weaknesses, but that's only in the main series, in here ice is actually useful, not everything is machamp or tyranitar for the win like the community seems to think

They might be taking it from level 15 and Lapras buddy walking is 5k. At the least we need more info: without knowing Lapras level, Lapras candy, available stardust, if they’d like it as a defender, current moveset and available TMs...we can say A) is the best candidate but probably not a good enough candidate to invest in

As much as I love Lapras... it's decidedly less relevant since Gen 2. It doesn't appear in Calcy's top counters at all. Remember, DPS > TDO!

When Groudon returns to the raid scene, Kyogre, Gyarados, FP Venusaur, LB Sceptile, and BS/SoB Eggs will all make for stronger counters than Lapras. It has more of a niche as a counter against Rayquaza, but even then is outperformed by Articuno, Jynx, and Walrein, to name a few.

Also, by the time we get the other future gen Mons you mentioned that are weak to ice, we will have access to Mamoswine which, if it has access to double ice moves, will entirely eclipse Lapras along with pretty much all of the other currently available ice Mons.

So, in short, I wouldn't invest in a Lapras right now unless you've got dust/candies to burn.

None, Lapras isn't good and ice isn't useful at the moment. Even if it was, gen 4 ice mons will be better than anything we have currently, so I would save that stardust for Mamoswines/Weaviles/Glaceons.

In the old gym system, sure. I love Lapras. I walk Almost 500 km just to power up my first lapras to knock out those dragonite, especially in the gen 1 time
Now not so much use of it sadly
Just keep it as it is, save your dust, and when ice type become relevant in the meta/ against raid boss, and only if you dont have better ice typing pokemons, then you can power it up

Edit for almost 500 km rather than more

assuming they are Level 15 and you have less than 500,000 dust, I would not power up any of them.

If you have over 1 million dust, then go ahead and have fun. Attack is important on a tanky mon with relatively low attack stats.

I would only power up a perfect one
