Start playing Ingress and get to level 10. Then you can submit a portal, which will become a stop or gym in PoGO, once it gets approved.

Level 10 in INGRESS, not Pokemon Go.

It's a separate, though related, game which uses the same source map for points of interest.

Beware that levels in Ingress are much harder than in Pokemon Go. Level 10 will need some serious playing time to reach.

Besides the old Ingress route, you probably just have to wait. Submission of Pokestops is already possible for level 40 players in Brazil and South Korea. This ought to be beta tests for a worldwide release coming up in 2019.
