Has anyone got a TM from a level 1, 2 or 3 raid?

I got charge TM from level 3 raid. Two others were there: one got a fast TM and the other didn't get a TM.

Nothing from my lvl 3.

Got a charge at lv2 and fast lv4

I think the chance on receiving rare items increases with level. I got 1 rare candy from level 1 and none from level 3. Level 3 reward was only a lot of golden berries.

Rounded TM chance based on a survey so far:

It's 10% chance for raid level 1.
15% chance for raid level 2.
50% chance for raid level 3.
100% chance for raid level 4.

yes you can, but the higuer lvl it is might have better drop rate

I finished 4 raids today: lvl 1, lvl 2, lvl 3 twice and I failed at tyranitar 34k cp.
My reward is one charge tm from lvl 3 raid.

I got one from a Level 2, however my team has controlled it 95% of the time and being by my house I have fed, and spun it quite a bit so I figured that may factor in what you recieve.

Got 2x Charge TM from a level 3 Arcanine raid this morning. Spent both of them instantly to make my Dragon Pulse Lapras got a charge ice move, even having 2/3 options of getting it I sill got HP first hahha, Niantic must hate me.

Got both fast and charge from level 3, Charge from level 2 and fast from level 4.
