Has anyone else's "Power Up" bar disappeared?
I recently turned level 38. After powering up Pokemon that were previously maxed out, the POWER UP bar disappeared after the first power up. Has this happened to others? Will the bar come back when I get more than halfway through level 38 or when I get to level 39?
Usually you can power up twice after moving up a level. This time only once and the bar disappeared.

The server will accept power up commands to raise a pokemon up to level 40, but the client removes the power up button one level early. Probably yet another off-by-one bug. Been known about for at least ten months now. Niantic has never acknowledged it. There are work arounds to allow you to get a pokemon to the max level 40.
Now that you are 38 and your mons are 39 you are too late. you should have maxed your mons to 38.5 when you were at 37 then did at least tried the power up trick, which may or may not even work anymore idk, to skip 39 and level them up to 40, otherwise the bar disappears too soon. that's what im' gonna try anyways soon during double dust.
First of all, congrats on 38, now you are closer to the 40 club.
2ndly, if your account and play has been clean, i.e., never spoofed or tracked, then I strongly recommend that you keep it clean by not doing the multi-phone power-up trick.
The level 39 cap is not a bug, but an intentional limitation that Niantic has kept as unexplained. Clean players in the 40 club believe that the L39 limitation is an indication that Niantic will eventually address the level cap issue. But that's gonna be a long time away since most of the player base are in the 30s and 20s, and it's a low priority.
