Exclusive Moves - Learn Outside Community Day Window?

During the first community event I attended it was my impression that only Dratini caught during the event AND powered up during the event could learn Draco Meteor; this was wrong. Any Dratini or Dragonair evolved to Dragonite during the event would have learned Draco Meteor; not just those caught during it. Now I'm wondering if Charmanders caught during the event would have a chance to still learn Blast Burn after the event is over? I'm guessing no but the official notice that came out states: "This special move will only be available for Charizard that are evolved OR CAUGHT during Community Day." ...hence my question. I guess I could just TM one of my Ampharos or Dragonites I caught during said events...but I'd rather not burn a TM, lol...plus their exclusive moves aren't very good vs the standard ones except for Venusaur and even then only by a little. Can anyone confirm my question? Thank you!

Any charlemeon evolved during the 3 hour event gets Blast Burn in it's Charilazd form. When the charmander/charlemeon was caught has nothing to do with it.

The question is: if you catch a Charmander during the event, but only evolve it after the event is over, will it still get Blast Burn?

NO! Is that more clear? When you catch has NOTHING to do with it. It's when you EVOLVE it.

Any species featured during c-day gets the special move upon evolving, regardless of when it was caught. You could get a starter charmander caught in 2016 evolve into a Blast Burn Charizard, is what I'm sayin'.

No previously featured species learn their respective c-day moves during other current or future c-days. As things are now, no new Dragonite will ever get Draco Meteor.

You cannot use TMs on ANY species to get exclusive c-day moves. Period.
