EX-Raid v. Kyogue, Rayquaza

Looking ahead (but given Groudon out, not too far ahead) and comparing the new legendaries (Kyogue and Rayquaza) to Mewtwo, do you envision the possibility of changes to the EX Raid system? In terms of stats, Rayquaza is strictly better and gets STAB DT/Or, which is a strong moveset. Kyogue is only 3 attack points behind, but a veritable tank compared to Mewtwo. It also gets Waterfall/Hydro Pump which is also an impressive moveset.

Mewtwo is no longer the unparalleled attacker it was when EX-raid began. Do you see this leading to changes to the Mewtwo raid system in the future? Or does EX-raid just allow Niantic to avoid giving Mewtwo a limited release window, such as a month or a couple weeks, like other legendary raid bosses?

Note: Other sites I've seen have different stats for Kyogue and Rayquaza, which may obviously influence this question.

It seems like ex raids are just designed to keep us away from non-ex raid locations so that Niantic can avoid potential lawsuits.

Rayquaza may become Ex but I doubt Kyogre will be because it is Groudon’s counterpart.

It makes no sense for Kyogre to be an ex raid boss and Groudon be a regular boss.
