Just noticed my buddy +2 candy. Is that part of the event?

No - it happens rarely but it has been occurring since the buddy system was put in place.

It happens sometimes. Also, I have noticed that when you complete the required distance for your buddy while using Pokemon Go Plus (some kind of drifting) you may trigger double candy.

pretty sure it's intentional and random, seen it without a go/gotcha paired so it's just a (rare) part of the game
