Does CP rise only because of the increase in stats?

When I level up a pokemon, does CP rise only because of the increase in stats, or does level itself increase CP as well? My question may not be so clear, but I would like to get some answers. Thanks

When you power up a pokemon the stats do not change, they remain the same. However the there is a CP multiplier for each level (1 to 40).

This is what increases each time you power up a pokemon, and therefore the cp increases each time you power up a pokemon.

The CP Multipliers are listed here:

Then, does it mean that a pokemon with higher IV but with lower level will be better than the same pokemon with lower IV and higher level if their CP is same?

If the cp is the same, you can assume the perfomance of both pokemon are almost nearly nearly nearly the same.

Higher level lower iv pokemon (when cp is equal to the same pokemon with higher iv and lower level) tend to have higher damage output, the tradeoff here is that they have slightly less defensive stats, but this difference is very very minor.

Depends. With a Chancey no, cuz a perfect level 40 chancey is well under 1500. The best iv chancey is the best pvp chancey. With mons with max CPs just above the league limits yes it can. I have a charizard below that's level 35.5 at 2488 cp. Meanwhile my 98% charizard is level 30.5 at 2490 cp. So in this case the level 35.5 has lower atk (-5) but higher def (+7) and similar hp (+2) and costs way more dust and candy.

Some bad advice goin around this board. Obtain evidence before committing you hard earned resources. Anyways I highly recommend waiting till a GP write up on pvp gets released before powering up anything.

The stats change, the base stats do not. A pokemon at a given level has the stats that you get from (base stat+IV)*CPM.

Yes, cp= a combination of a Pokemon's stats, not level. Leveling up increases stats which increases the cp.
